    We Post City Mgr Memos re LB DC Legislative Advocate Del Smith Attending April 19 Council Meeting re House Energy Bill (Which Contains LNG Provisions Affecting CA & LB Local Control)


    (April 20, 2005) -- LBReport.com posts below the text of memoranda by City Manager Jerry Miller to Mayor Beverly O'Neill and members of the City Council regarding E. Del Smith, whose firm provides Washington, D.C. legislative advocacy services to both LB City Hall and the Port of LB (the latter under a separate Port-paid contract).

    On April 15, City Manager Miller told Councilmembers, "In response to your request for a report on proposed federal legislation amending the Natural Gas Act for the April 19, 2005 City Council meeting, I have asked Del Smith, our federal legislative advocate, to attend in person and provide additional information on the status of this legislation. Del Smith will supplement the presentation from the City Attorneyu, and will be available to answer your questions."

    On April 19 (the day of the Council meeting) Mr. Miller sent the Mayor and Councilmembers a memo stating, "Though I had hoped that Del Smith would bea ble to be present and participate in tonight's discussion concerning pending FERC legislation, he will be detained in Seattle and not able to be present tonight. We will attempt to arrange another time for Del to speak to you about this important issue."
