East Long Beach Horror: Suspect Throws Flammable Substance on Victim In Vehicle Parked In PCH/Clark Mini-Mall; Victim & Vehicle Are Engulfed in Flames;

(April 15, 2013, 3:05 p.m.) -- A 63 year old man has succumbed to his injuries after he was set on fire when a homeless suspect (now in LBPD custody) allegedly tossed a flammable liquid on him while the victim sat in his parked vehicle in a mini mall parking lot at PCH/Clark Ave. on Friday (April 12).

LBPD has identified the deceased victim as Jerry Payne, a resident of Long Beach.

LBPD says the suspect, a 38 year old man described as homeless, will now be re-booked for murder.

LBPD says its Detectives anticipate presenting the case to the L.A. County District Attorney's office later this week.

LBPD says its investigators "reviewed the survillence video of the incident, along with police reports, and determined there are several witnesses to this horrific crime that have yet to come forward. If you witnessed this crime or have information, please contact Homicide Detectives Scott Lasch or Donald Goodman at (562) 570-7244."

(April 13, 2013, 1:45 p.m.) -- LBPD has provided additional information on the suspect arrested following last night's (April 12) events in which flammable liquid was allegedly poured on a man sitting in his parked car outside a 7/11 store at PCH/Clark Ave.

The suspect is identified as Raymond Sean Clark, born Dec. 9, 1974. LBPD lists city of residence as "homeless."

LBPD's booking charges are attempt murder; and two misdemeanor failure to appear warrants.

As of LBPD's 1 p.m. update, the victim was in critical condition at a local hospital. LBPD won't be releasing his name since he was the victim of a violent crime.

LBPD adds: "If anyone has information about this incident they are asked to call Violent Crimes Detective Kevin Bradburn at (562) 570-7250 or to remain anonymous visit"

The vehicle and victim were engulfed in flames. Jay Beeler, publisher of, has offices across the street and Mr. Beller was one of the first reporters on-scene. He captured video which he shared with multiple news outlets at the scene.
