(April 19, 2016) -- Four men (adults) were shot -- one is dead and three are wounded -- in Central Long Beach about a block south of LBCC's PCC campus (where Orange Ave. meets Alamitos Ave.) in LB's 6th Council district -- where incumbent Councilman Dee Andrews sought and won a third term via write-in in an April 12 election.
LBPD Public Information Officer Sgt. Brad Johnson says that at about 8:43 p.m. April 18, officers responded to the 1200 block of E. 17th St regarding a shots call; they arrived to find four men shot, one determined to be deceased at the scene with three others transported to hospitals (at the time one in critical, two in stable condition.)
Homicide investigators were on scene investigating what took place; there's no immediate suspect information available.
In an afternoon release, LBPD identifies the deceased victim as Delhaun Jackson, 19, of Long Beach...and asks anyone with information regarding the incident to call Homicide Detectives at (562) 570-7244. The quadruple shooting comes just hours after a hand-tally of write-in ballots determined that Councilman Andrews had won a third four-year Council term. Since taking office in May 2007, Councilman Andrews has voted for City Hall budgets that over a period starting in FY10 led to the budgeted elimination of roughly 20% of LBPD's citywide deployable officers and more recently included LBPD's former field anti-gang unit.
Among those endorsing Andrews' write-in bid were LB Mayor Robert Garcia, former Mayors Bob Foster and Beverly O'Neill, the LB Police Officers Association PAC, the LB Area Chamber of Commerce PAC, JetBlue Airways "Good Gov't Fund" PAC and Councilwoman Suzie Price (Mayor Garcia's appointee to chair the Council's Public Safety Committee, who in her personal capacity gave the Andrews re-election campaign a $200 contribution [Mar. 26].)

On Sept 15 and 22, 2015 the Council voted (without dissent) to adopt a FY16 budget, recommended by Mayor Robert Garcia, that failed to restore LBPD's former field anti-gang unit. It leaves LB taxpayers with a budgeted police level for citywide deployment roughly equivalent per capita to what L.A. would have if L.A.'s Mayor and Council cut roughly 30% of LAPD's officers.
In August 2012, Mayor Foster first recommended the budgeted elimination of LBPD's field anti-gang unit. The Council balked, funded the unit at half strength for a year, but in subsequent years quietly let it disappear. Then-Vice Mayor Garcia (chosen by Foster to chair the Council's Public Safety Committee in mid-2010) held no hearings on Foster's proposal or any public safety impacts of Foster's budget recommendations. Councilwoman Suzie Price, whom Mayor Garcia named to chair the Public Safety Committee in 2014, has followed that practice regarding Garcia's budget recommendations.
