| (Dec. 29, 2011) -- With the CA Supreme Court having decided the fate of Redevelopment for now, LBUSD's Chief Business and Financial Officer tells LBReport.com's he's looking toward January 10, 2012 -- when Governor Jerry Brown, Jr. will release his proposed FY12-13 budget to the state legislature. Current estimates indicate that the Governor and Sacramento legislators will have to devise a way to span a now-estimated $13 billion gap in FY12-13 (begins July 1, 2012) between spending and expected revenue.
"We do want to see the entire picture of the Governor's budget proposal on January 10," said James Novak, LBUSD Chief Business and Financial Officer. "We want see how this fits with other proposals the Governor may have to address the deficit," he said. Sacramento's ultimate actions -- including whether to maintain or cut K12 funding -- will affect LBUSD's budget actions...and those decisions typically come early in the new year (accelerated in part with statutory deadlines for job notifications and the like). LBUSD has already cut its budgeted spending for several years in a row, last year taking actions that cut into classroom and campus programs. Today's (Dec. 29) CA Supreme Court decision -- upholding the state legislature-enacted/Governor supported phase out of the (now former) Redevelopment system -- doesn't affect school districts in the current (FY11-12) budget year. The Court's ruling upheld Sacramento legislation that saves state taxpayers (opponents say grabs) as much as $1.7 billion that Sacramento used earlier this year to basically maintain Sacramento local school funding. No one knows yet what the Governor may propose or what the state legislature may do for the coming (FY12-13) budget year [comment: an election year too].
