Among the most poignant, and at times politely pointed, remarks, were delivered by NYC Police Commissioner (and former LAPD Chief) William Bratton (1:13:42 - 1:27:10). During his remarks, Commissioner Bratton underscored that Officers Ramos and Liu had been assassinated, a word he said he chose deliberately because it "speaks of the prominence of the person killed, makes the crime intentional and symbolic...[Officer Ramos] was assassinated because he represented somthing . It's true, he did...He represented the blue thread that holds our city together when disorder might pull it apart. He represented public safety which is the foundation of all our democracy..."

Commissioner Bratton announced that he was posthumously appointing Officer Ramos (who was studying to become a Pastor) as the Honorary Chaplain of NYPD's 84th precinct...and also announced that he was elevating Officers Ramos and Liu to the rank of Detectives, First Grade.

Commissioner Bratton spoke after three elected officials: Vice President Joe Biden, NY Governor Andrew Cuomo and NYC Mayor Bill de Blasio. Thousands stood outside watching the proceedings on large video screens...and multiple officers turned their backs toward the church as Mayor Blasio spoke inside (captured on NBC News video, here.)

Following the service, NYPD pallbearers carried the flag-draped casket outdoors as officers saluted. The casket's folded flag was then to officer Ramos' wife, who stood alongside their two children.
