Two More Shootings Shake Wrigley/East Wrigley-Central LB; Since Jan. 25 6th District Shootings Per Capita Parallel Chicago Citywide

(Feb. 26, 2017, 8:13 p.m.) -- Long Beach had two shootings within the past four days -- one in Wrigley, one at the eastern Wrigley border with Central Long Beach (details below). Since Jan. 25, the City's 6th Council district has had five shootings -- two of which were fatal -- amounting to roughly the same number of shootings per capita during this period as the City of Chicago.
LBREPORT.com noted this disturbing development 10 days ago. As we reported on Feb. 16, within a period of a little under three weeks (Jan. 25-Feb. 12), parts of Long Beach's neighboring 1st and 6th Council districts had shootings roughly equivalent per capita to Chicago citywide. We also noted that this has happened before. In October 2015, within a roughly 30 day period (Sept. 19-Oct. 16), LB's 1st and 6th districts combined had more shootings per capita than Chicago.

The most recent shooting occurred on Saturday Feb. 25 in the midnight hour in the 2300 block of Pacific Ave. LBPD Public Information Officer Marlene Arrona tells LBREPORT.com that at about 12:45 a.m., officers were dispatched to the 2300 block of Pacific Ave., found a man (adult) with multiple gunshot wounds; LBPD transported him to a hospital with injuries that appeared to be non-life threatening. The suspects are believed to be two male Hispanics who fled the scene before officers arrived. LBPD says a motice for the shooting has yet to be determined and its investigation is ongoing.
Three days earlier and a few blocks eastward on Feb. 22 at about 9:55 p.m., officers responded to the area of LB Blvd/21st St. regarding a shots call, found a man (adult) struck by gunfire; he was transported to a hospital with an injury believed to be non-life-threatening. A male suspect was observed running from the scene and LBPD is investigating this shooting as possibly gang-related.

Our calculation uses unofficial figures from Chicago. The Chicago Tribune provides a running total of shootings at this link. There were 264 shootings between Jan 25 and Feb. 25 and Chicago's population is roughly/rounded 2.7 million. Dividing 264 shootings by 2700 (number of 1,000-residents) produces a per capita ratio of 264/2700 = 0.0977 shootings per thousand residents of Chicago.
LB's 6th district has a population of roughly 50,000 residents and during this period had five shootings. 5/50 = 0.10 (roughly the same as Chicago.)
As indicated above, one of the five shootings was on the border of the 1st/6th districts but allocated to the 6th district because the shooting victim -- who didn't survive -- was on the north side of 10th St. We didn't include another 6th district fatal shooting a little over a week outside our time frame on Jan. 17 (600 block E. Councilman Andrews won the 6th district Council office in May 2007 in a narrow victory over Al Austin (now LB's 8th district Councilman, elected in 2012, re-elected 2016 without a runoff on 2016.) In April 2016, Councilman Andrews won re-election with a write-in campaign under LB's term-limits bypass procedure in which he finished first head of three ballot-listed candidates. His campaign had backing from much of LB's establishment including organized labor, corporate interests, the LB Police Officers Ass'n PAC, and LB's predominantly Democrat Party-aligned officeholders, including Mayor Robert Garcia.
During his time in office, Councilman Andrews (along with then-Councilman Garcia) voted for budgets since FY10 eliminated over 20% of LB's previously budgeted police officers. The results left taxpayers in Long Beach (L.A. County's second largest city) with a thin police level available for citywide deployment roughly equivalent per capita to what the City of Los Angeles would have if it erased roughly 30% of LAPD's officers.
Following June 2016 voter approval of a LB City Hall-sought sales tax increase (Measure A), the City Council has thus far restored 17 out of 208 police officers Long Beach previously had.
