19 Yr Old Charged With Murder & Attempted Murder In Noon-Hour Shooting, Orange Ave./21st St.

(Jan. 26, 2012) -- LBPD says that on January 18, 2012, the L.A. County District Attorney's Office filed charges against a suspect alleged to be responsible for a double-shooting in the noon-hour on January 5, 2012 in the area of Orange Ave./21st St. (just blocks from MLK Park and NW of LBCC's Central LB campus) in which Jeff Pouncil, 19, of Long Beach was killed and another 19 year old man walking with him was shot-at (missed). In its release, LBPD says:

Through their investigation, Long Beach Police Homicide detectives were led to 18-year-old Andre Bisserup of Long Beach as the person they believed responsible for what they determined was a gang-motivated shooting. They learned that he had been arrested on January 6, 2012, by the Los Angeles County Sheriff’s Department on an unrelated grand theft property charge, and he remains in their custody.
On January 18, 2012, detectives presented their case to the District Attorney’s office who filed one count of murder and one count of attempted murder with gang allegations against Suspect Bisserup...

The defendant is scheduled for arraignment in LB Superior Court later today (Jan. 26).
