Prior to printing, state law requires a ten day public review period during which a voter in the jurisdiction (including another candidate), or the elections official, may file a legal action (petition for writ of mandate or injunction) "requiring any or all of the material in the candidates statements to be amended or deleted" which "shall only issue upon clear and convincing proof that the material in question is false, misleading, or inconsistent with the requirements of this chapter" [and won't substantially interfere with printing/distributing election materials].
