(July 15, 2009) -- A special Thursday afternoon closed session of the City Council is scheduled for Thursday July 16 at 4:30 p.m. to discuss two items: talks regarding city employee unions (from whom mgm't is seeking a freeze to help span roughly half of a $40-$50 million FY10 deficit) and a possible SE LB "wetlands" for city property swap.
The issues are considered of sufficient importance that Councilman Patrick O'Donnell will participate via teleconference from northern California.
Both items have been the subject of Council closed session discussion over the past several weeks...but Thursday's July 16 closed session comes one day after an especially grim management assessment of City Hall's financial condition entering FY10 and for the foreseeable future.
City management has asked city public employee unions to agree to a freeze (give-backs of previously negotiated increases) to help span roughly $23 million of a $40-$50 million deficit (spending exceeding revenue) in FY10.
Management says that if city employee unions don't agree to the concessions, management proposes 26 days of furloughs for all workers...including police and firefighters. (A final decision on furloughs, or some other remedies, would be up to the City Council.)
Thursday's 4:30 p.m. meeting will begin with an open session (as required under state law) in the Council Chamber with public comment. After public comment, Councilmembers will go upstairs to conduct their closed session in the the City Manager's 13th floor Large Conference Room.
