  • (July 25, 2009) -- Less than 48 hours after a four year old boy was struck by gunfire while attending his grandmother's birthday party in LB's Wrigley area, LBPD announced that a "Be on the Lookout" notice it transmitted resulted in the arrest of a 46 year old LB resident...in El Paso, TX.

    LBReport.com has learned additional details of arrest, which was facilitated by U.S. Border Patrol agents staffing an I-10 checkpoint.

    The horrifying July 22 early evening shooting -- first reported by LBReport.com -- outraged neighborhood residents and drew L.A. TV news attention.

    At 2 p.m. Friday, July 24, LBPD announced the arrest at LBPD HQ with multiple L.A. TV outlets present. LBReport.com provides extended video of the event below...which LBReport.com had one front page within hours.

    LB Mayor Bob Foster thanked and commended LB police for their actions that culminated in the the arrest of the suspect.

    LBPD Deputy Chief Robert Luna who announced that James Leland Landrum, Sr., 46, of LB, is in custody in El Paso, Texas.

    LBPD Commander Laura Farinella said the boy's condition has stabilized.

    Deputy District Attorney John Lonergan said five attempted murder charges have been filed against the suspect.

    LBReport.com has learned more about the circumstances of the suspect's arrest in the El Paso area.

    LBPD had transmitted a "Be on the Lookout" ("BOLO") notice nationwide for the suspect. Among those receiving the notice was U.S. Border Patrol's Sierra Blanca station near El Paso, TX.

    Bill Brooks, Public Affairs Officer for U.S. Border Patrol Marfa Sector, told LBReport.com that at the agency's I-10 checkpoint, one particular Border Patrol agent -- who'd been on primary duty and hadn't seen the BOLO yet -- became suspcious of the suspect. "Apparently the demeanor of the fellow raised some suspicions," PAO Brooks said...and although the agent let the suspect proceed, the agent -- and other agents who'd seen the BOLO -- followed him and pulled him over...and he was turned over to the Texas Rangers.

    Press-Telegram reporter John Canalis was first to report the U.S. Border Patrol angle on which we followed-up.

    From an LBPD release:

    When police arrived [2100 block Earl approx. 7:00 p.m. July 22], they learned that a male subject had gone to the location to meet someone. When he arrived, he became involved in an argument with a group of subjects that escalated into a physical fight. Someone within the group of subjects produced a handgun and fired at the male subject. The shooter missed the intended target, however, a 4-year-boy who was in the area was struck. He was transported to a local hospital by family members and was originally listed in critical condition. His condition has since been upgraded to stable. The boy had been at the location with his mother celebrating his grandmother's birthday.

    Detectives continuously worked the case, which is being investigated as a gang related shooting, interviewing witnesses and following up on leads. That investigation led detectives to identify 46-year-old James Leland Landrum Sr. of Long Beach as the person they believed responsible for the shooting. That information was shared with law enforcement through a nationwide "be on the lookout" teletype. From that information, a traffic stop was conducted and the suspect was taken into custody in El Paso, Texas, without incident.

    The case was formally presented to the Los Angeles County District Attorney’s Office today who filed five charges of attempted murder, as well as weapon and gang enhancement charges against the defendant.

    Investigators would like to thank the community for their cooperation with this investigation, and are asking for any information the public may be able to provide regarding Defendant Landrum’s path of travel from California to Texas. Additional information provided may further assist detectives in piecing together the case.
