Attorneys For Family Of CSULB-Bound Feras Morad File Claim, Lawsuit to Follow, Over Fatal Officer-Involved Shooting; Familymembers Speak, Attorneys Level Charges

During Q & A, reporter asks about alleged [thus far undenied] ingestion by Mr. Morad of hallucinogenic substance preceding LBPD encounter, and attorney responds

(July 22, 2015, 9:15 p.m.) -- As reported on LBREPORT.com's front page earlier today (July 22), surrounded by family members, attorneys for family of Feras Morad (CSULB-bound student, fatally shot by an LBPD officer in May 2015, 4600 block E. 15th St.) announced the filing of a $28 million [at this time] claim against City of Long Beach. (A claim is prerequisite to filing a lawsuit.)

The filed claim alleges that "medical emergency personnel did nothing to help the injured, bleeding and disoriented Mr. Morad. Because he was confused and badly injured, the unarmed Mr. Morad did not understand the commands that [the officer] aggressively yelled at him...Mr. Morad was not violent, aggressive or intimidating and did not threaten [the officer.]...Back-up officers were on the way from the nearby [LBPD station.]"

The claim doesn't mention Mr. Morad allegedly ingesting some hallucinogenic substance/drug and reporters raised that issue and others during Q & A (which begins at 21:00 minutes into the video.) During the Q & A, attorney Dan Stormer didn't deny ingestion of a hallucinogenic substance/drug (said "we don't know exactly they [drugs] got in his system") but emphatically denied as "hogwash" some content in LBPD's news release on the officer-involved shooting which can be viewed in full here.

Following the formal news conference, attorney Stormer told LBREPORT.com in one-on-one Q & A that whether Mr. Morad ingested some type of substance is irrevelant and, he alleges, is the reason the police should have waited for backup, kept their distance, should have seen mental health workers...because they assumed he had ingested some substance.

The claim filed with the City alleges that the officer-involved, LBPD, LBFD and the City, among others, violated claimants' rights "due to their negligence, assault and battery of Mr. Morad, inflicting of emotional distress and Mr. Morad's wrongful death...It is further believed that [LBPD, LBFD and City] permit various practices that cause or allow constitutional violations to occur, such as those that caused this case."
