July 11, 10:30 a.m. FLASH: Mayor Garcia's office has removed this item from consideration at the July 11 Council meeting. Details to follow.
(July 11, 2017, 1:38 a.m.) -- Mayor Robert Garcia plans to ask the City Council on July 11 to approve his choice of Evelyne Angeles for a seat on the City Council's Airport Advisory Commission. (The Mayor chooses appointees but Council voted approval is required.)

In a one paragraph description accompanying his agenda item, Mayor Garcia says Ms. Angeles is "President of EMA Consultants and has extensive experience consulting in the airport industry" but doesn't provide details.

Mayor Garcia's agendizing memo doesn't disclose that Ms. Angeles' spouse is Eduardo Angeles, who served as the Federal Aviation Administration's (FAA) Associate Administrator for Airports (appointed in mid-2014 during the Obama administration) and is today a senior attorney for Los Angeles World Airports, which governs LAX and Van Nuys Airports.

A May 2014 L.A. Times story on Mr. Angeles' FAA appointment indicated that from 2002 to 2006, he oversaw legal matters for Los Angeles International Airport, Ontario International Airport, Van Nuys Airport and Palmdale Regional Airport...and from 1991 to 2002, worked for the San Francisco city attorney's office, where he was a trial attorney and handled legal matters for San Francisco International Airport.

The LATimes story indicated that as of 2014, Mr. Angeles was a Pasadena resident. An independent internet check by LBREPORT.com indicates "EMA Consultants" (presumably stands for Evelyn M. Angeles) at one point had a Pasadena address. An internet visible page under the City of Los Angeles' Bureau of Contract Administration indicates that as of December 2015, "EMA Consultants" had a Pasadena telephone area code but listed an address in the 90807 Long Beach zip code (neighborhood east of Orange Ave., south of San Antonio Dr.)

It's not immediately clear from internet listings, and Mayor Garcia's agendized memo doesn't indicate, for how long Ms. Angeles has been a Long Beach resident.

Mayor Garcia's agendizing memo description of Ms. Angeles states that "In addition to serving in various City roles such as a commissioner on the Planning Commission for the City of Pacifica [SF Bay Area], Evelyne has been an active leader in her community [doesn't state where] and an engaged member of numerous honor societies and associations [doesn't provide details.]

Mayor Garcia initially agendized the item without disclosing that his appointment was for the Airport Advisory Commission; the agenda title simply indicates a non-Charter commission appointment; an accompanying memo dated Mon. July 3 indicated a staff report was "pending"; a subsequent Mayoral letter dated Fri. July 7 revealed the appointment was for the AAC and the name of his proposed appointee.

Developing.
