(June 29, 2012) -- With residents about to enter a July 4th holiday period, several government entities have released a voluminous "Environmental Impact Report" (EIR/EIS) on a proposal to expand the I-710 freeway to 14 lanes (10 "general purpose" lanes plus a separate four-lane truck corridor).

Caltrans today released the document in cooperation with the L.A. County Metropolitan Transportation Authority (Metro), Gateway Cities Council of Governments, Southern California Association of Governments (SCAG), Ports of Los Angeles and Long Beach and the Interstate 5 Joint Powers Authority.

Release of the document entering the July 4th holiday weekend triggers a limited 60-day time window (which runs to just before Labor Day) in which the public is allowed to read and comment on the massive document that will impact the area for decades to come. (By contrast, the government agencies and their paid consultants have had years to draft and familiarize themselves with details of the document.)

The agencies will hold three public hearings in August on the EIR/EIS, only one of which is in Long Beach:

  • August 7, 2012 (6 - 9 p.m.) - Progress Park, 15500 Downey Ave., Paramount, Calif.

  • August 8, 2012, (6 - 9 p.m.) - Silverado Park Community Center, 1545 W. 31st Street, Long Beach, Calif.

  • August 9, 2012 (4 - 8 p.m.) - Rosewood Park, 5600 Harbor Street, Commerce, Calif.

The Draft EIR/EIS may be viewed online this link

Electronic versions of the Draft EIR/EIS on CD also are available for review at public libraries throughout the I-710 corridor.

Copies are also available at various libraries including two Long Beach locations: the Main Library at 101 Pacific Ave, and the Bret Harte Library at 1595 West Willow Street in Long Beach.

The agencies ask the public to assess whether or not the potential impacts have been addressed in the EIR/EIS and provide any information that should be included in the final document. The public has until August 29 to submit written comments to: Ronald Kosinki, Caltrans District 7, Division of Environmental Planning, 100 South Main Street, MS 16A, Los Angeles, CA 90012.
