(June 7, 2013, 2:53 p.m.) -- LBREPORT.com has obtained a memo, dated June 5, in which City Manager Pat West informs Long Beach City Councilmembers that City Hall now expects roughly $56.8 million in "one time" funds [includes millions from Sacramento-ordered dissolution of Redevelopment which Long Beach City Hall fought to oppose] and city staff recommends a matrix of allocations for either FY14 budget discussion or expedited consideration as the Council may direct.

Long Beach, CA City Manager Memo to City Council re Spending $56.8 Million in "One Time" Revenues...

Among noteworthy staff recommendations included under the heading "One Time Categories in Proposed FY14 Budget" include:

  • $5.5 million: "Supplemental funding" for both a police and fire academy; overtime funding for gang enforcement and other LBPD priorities, gender accomodation in LBFD stations and additional cameras for LB COPS in high priority areas;

  • $15 million for parks, playgrounds and infrastructure. "Kick start development of new open space and rehabilitate an aging community center; replace playground equipment; equipment and books for the new North Library." In attachment indicates Houghton [replacement of community center], Willow Springs, Drake, Chittick, Davenport, Nature Center [$1 million to fund Nature Center building enhancements], Bixby Park, El Dorado Regional Park Infrastructure Repair [repair of duck pond walkway, parking lot areas and other infrastructure items] and Recreation Park

  • $3.4 million: Public Works infrastructure: New citywide alley program, streets and sidewalk system updates, and "Citywide infrastructure fund for [currently unspecified] priority projects."

  • $9.7 million: "Funds at the Council's discretion for further investment in areas listed above or other priorities."

The final decisions on spending are up to a Council majority.
