Coastal Comm'n (With Garcia Absent) Votes To OK Revised Findings Enabling City-Mgm't Sought Second Paved Beach Path



(June 14, 2014) -- As seen LIVE on LBREPORT.com, the CA Coastal Comm'n -- with Commission member/Vice Mayor Garcia absent -- voted on June 13 to approve revised findings enabling the City of Long Beach to construct a second paved beach path between the downtown marina at Alamitos Ave. and 54th Pl. using city-submitted plans that Coastal Comm'n staff said are consistent with the Coastal Commission's previously voted action (in which Garcia voted "yes") approving the path with some changes.

Surfrider Foundation vice chair Seamus Innes said the new plans are an improvement but when he began to speak regarding remaining issues, he was admonished to speak only to whether the revised findings reflect previous Coastal Comm'n action; he was allowed to say "remove the old [current] path" [which won't be removed under the approved project].

Joe Geever, an independent opponent of the second path, was likewise told only to speak on whether the revised findings [and city revised plans thereunder] are consistent with the Commission's previous action; Geever said his testimony follows that rule and was allowed to continue. Independent opponent Gordana Kajer submitted written material but was unavoidably detained and unable to testify in person.

The Commission voted without dissent to deem the revised Commission findings [and thus the City's revised plans thereunder] consistent with the Coastal Comm'n's previous voted action. [Coastal Commission staff agendizing memo text] "The Commission-approved design of the proposed project, described in Special Condition One, places the alignment of the proposed pedestrian path a greater distance from the shoreline than the existing concrete beach path (instead of on the seaward side of the existing path), minimizes the sand space between the two paths, and reduces the number of parking spaces displaced by the project in the Belmont Veterans Memorial Pier parking lot. The revised findings reflect these changes.."

No explanation was given for Commission member/Mayor-elect Garcia's absence.

In Feb. 2014, the Long Beach Chapter of Surfrider Foundation's website added a link to a video campaign ad for then-Mayoral candidate Garcia, saying it "doesn’t endorse any candidate, but we strongly agree with his viewpoint." In December 2013, the leadership of LB Chapter of the Surfrider Foundation gave Garcia what it called its "Defender of the Coast" award.
