The latest shooting was in LB's 1st Council district, represented since mid-July 2014 by Councilwoman Lena Gonzalez, who prior to her election was an aide in the office of Councilman/Vice Mayor now Mayor Robert Garcia. Garcia represented the area for the preceding five years (May 2009-mid-July 2014) and from mid-2010 chaired the Council's Public Safety Committee (chosen by then-Mayor Bob Foster.) During this period, Mayor Foster proposed budgets on which Garcia's Public Safety Committee held no hearings, and with Council majority support eliminated the largest number of sworn citywide deployable officers for taxpayers within a five year period in the more than 100 year hstory of the City of Long Beach.
