City Prosecutor Previews Measures He'll Recommend Including In Council-Sought Future Mgm't Report On Dealing With Homeless Issues

(June 1, 2017, 11:30 a.m.) -- City Prosecutor Doug Haubert didn't wait 120 days (or longer) to offer measures he favors including in a City Council-sought future city management report on dealing with homeless issues. Mr. Haubert previewed three steps he plans to offer for inclusion -- that he indicated can be implemented at little or no cost and without bureaucratic empire building -- during his appearance at 4th district City Councilman Daryl Supernaw's May 31 monthly community meeting at the Los Altos public library.

LBREPORT.com provides audio coverage of City Prosecutor Haubert's remarks below, in which described the following three measures:

  • (1) Doing a better job of information sharing, applying digital means similar to a "Yelp" app, that would enable police officers in the field to quickly locate resources that handle matters like drug addiction or health services.

  • (2) Reducing "silos" in government (when agencies focus on only their area and not the bigger picture) so city, county and state agencies with relevant areas of expertise would work together as homeless related issues arise. (City Prosecutor Haubert said he hates the three words "not my job" and has made an effort to have the City Prosecutor's office partner with other agencies, such as working with LBUSD to prevent truancy, which he said is often a pathway to underemployment and future crime.)

  • (3) Providing support for LBPD's core mission by helping officers in the field (example: applying non-officer personnel to handle time consuming chores such as inventorying evidence)

During his remarks, City Prosecutor Haubert also touched on an issue frequently cited by 3rd dist. Councilwoman Suzie Price (an OC Deputy DA/prosecutor): the real-world effects of changes in state law (Prop 47) that turned some former felonies into misdemeanors.
