News Councilwoman Reyes Uranga's Motion For June Library Property Tax Dies For Lack of Second...BUT City Mgt. Indicates It's Quietly Developing Possible Combined Public Safety + Library Tax For November
(March 7, 2006) -- Seventh district Councilwoman Tonia Reyes Uranga's attempt to put a property tax for libaries on the June 2006 ballot died tonight (March 7) for lack of a second (and Councilmembers referred the issue to the Council's Budget Oversight Committee).
However in an extemporaneous colloquy, City Manager Jerry Miller indicated city management is quietly discussing (with individuals and groups he didn't identify) the possibility of a mega-tax [our term] that would combine tax increases for public safety and libraries in November...with libraries portrayed as playing a public safety role..
City Mgr. Miller: I don't mean to raise any false hopes but we have been just sort of quietly discussing the potential of some sort of a combined public safety measure that might include police, fire and libraries. And of course the interest would be in trying to build some kind of a coalition that would creata a win-win-win situation.
And I cannot say if that's going to gain traction or not, something that we think has some potential...We would probably need to do some additional community outreach and polling to validate whether or not there is community support for that....
...I really have to give credit to the Police Department which first spoke to me about the potential of actually opening that dialogue to try and include not only police and fire but library services as being a core response to communty needs from a public safety perspective...
City Manager Miller also indicated that as the Council directed in February, he would shortly be providing options for the FY 07 budget that could restore library services cut by the Council in the current FY 06 budget...which closed libraries for additional days and irked a number of community members.
