Long Beach City Prosecutor Haubert's Educational/Outreach Conference on Animal Cruelty Draws Large Crowd; Experts Urge Public Involvement, Say Crimes Against Animals Can Escalate To Crimes Against People

Public educational-outreach event is first for LB Prosecutor's office



(Mar. 31, 2012) -- The first educational/outreach event organized by Long Beach City Prosecutor Doug Haubert drew roughly 140 people (total per sign-in sheets) to a Thursday Mar. 29 conference on how to recognize and combat animal cruelty.

In opening remarks to a capacity crowd in the Skylinks Golf Course community room, City Prosecutor Haubert noted that 39% of U.S. households own at least one dog [and] 33% of U.S. households own at least one cat. "Animals are important to us. They're important to our lives," he said, adding that "there has been a demonstrated link that will be discussed tonight between animal cruelty and other crimes and how some people elevate their actions and those actions escalate to violence toward humans."

The event (6:00-8:30 p.m.) featured presentations by:

  • L.A. County Deputy District Attorney Deborah Knaan, created the DA office's first animal cruelty prosecution program and oversees its prosecution of animal cruelty cases in L.A. County. Ms. Knaan explained what animal cruelty is under CA law, how the cases are prosecuted...and cited multiple examples of individuals who had committed animal cruelty and were also involved in other serious felonies.

  • Eric Sakatch, Senior Law Enforcement Specialist for the Humane Society of the United States (HSUS), who discussed "animal hoarding" behavior and dog-fighting. Mr. Sakatch offered tips on how to spot it and encouraged residents to report it.

  • Rebecca Johnson, Sergeant, Long Beach Animal Control, who explained what the LB city agency does when it receives reports of animal cruelty and how residents can report it.

  • Among those spotted at the event were Los Angeles City Attorney Carmen Trutanich; Tim Patton (Deputy District Director for Assemblywoman Bonnie Lowenthal); C. Miriam Yarden (B.Sc., MS, APDT, founder Aurora Animal Behaviour, and LBReport.com Contributing Editor), Shirley Vaughan, (President. Friends of LB Animals), Deborah Turner (author and "Wheely Willy" chronicler) and Long Beach community advocates including Justin Rudd (multiple animal events, impetus for Rosie's Dog Beach in Belmont Shore) and P.G. Herman (organizer for multiple community events).

    Long Beach City Prosecutor Haubert's office handles over 14,000 misdemeanor cases annually, including animal cruelty cases. "Animal cruelty is a crime that often goes unnoticed and unreported," Mr. Haubert said. "The goal of this conference is to raise awareness about what constitutes cruelty, and teach the public what they can do to help stop it."

    The event was funded by sponsorships, donations and grants, including support from the Golden State Humane Society, Friends of Long Beach Animals, Pet Partners, Skylinks of Long Beach, Humane Society of the United States, Belmont Pets/Launder Pets, Long Beach Pet Post and Newport Beach Veterinary Hospital.
