Election Mailer From Indie "LB Neighborhoods PAC" (Touting Council Incumbent Mungo & Mayor Garcia For "Working Together To Restore Coastal Wetlands") Is From PAC And Recently Changed Its Name From "Good Gov't" PAC That In 2016 Backed Turnbow in 8th, Garnica In 2nd (Against Gray in April 2016); See From Where Its Money Came

(March 23, 2018, 4:55 p.m.) -- A mailer landed in 5th Council district mailboxes today (March 23) stating it's paid for by "Long Beach Neighborhoods PAC ID# 1374566" [official name as filed is actually "Long Beach Neighborhood PAC"] and tells states in part: "Councilwoman Mungo and Mayor Garcia. Working Together to Restore Coastal Wetlands" with photos of the two above a pelican.

Formed in February 2015, "Long Beach Citizens For Good Government" changed its name in March 2015 to "Long Beach Citizens in Support of Daryl Supernaw for Council 2015" and in a no-runoff special election supported Mr. Supernaw and opposed Herlinda Chico. In July 2015 (after Supernaw took office), the PAC changed its name back to "Long Beach Citizens for Good Government" in July 2015...and remained mainly quiet early March 2018 when it renamed itself the "Long Beach Neighborhood PAC."

The PAC mailer lists an address which is the same as the business address of TMSI, a company whose president is former LB 3rd dist. Councilman Gary DeLong (2006-2014).

The mailer is an example of a campaign piece from an independent expenditure committee -- not authorized or paid for by a candidate or a committee controlled by a candidate. The "Long Beach Neighborhood PAC" is the same entity that previously called itself "Long Beach Citizens For Good Government." In 2016, the PAC independently supported 8th dist. candidate Wesley Turnbow (against incumbent Al Austin and challenger Laurie Angel) and supported Joen Garnica and opposed Eric Gray in the 2nd district's April 2016 election. (Mr. Gray went on to finish second in a June 2016 runoff against now-incumbent Councilwoman Jeannine Pearce.)

As of Dec. 31, 2017, the PAC reported a warchest of $39,969 prior to the recent mailer. As of 3 p.m. March 23, 2018 there City Clerk's website doesn't indicate that the PAC submitted any independent expenditure reports since Jan. 1 (we believe required within 24 hours of expenditures over $1,000) or any reports of large recent contributions adding to its cash on hand.
