(May 11, 2017, updated 5:22 p.m. from 3:55 p.m.) -- An SCE planned equipment upgrade / temporary outage -- that began overnight and SCE estimated would be over by noon today (May 11) -- instead stretched for several hours beyond, leaving some (not all) Belmont Shore 2nd St. businesses without power until until [UPDATED 5 p.m. ESTIMATE] sometime this evening (says an SCE spokesperson) while SCE's website offers an estimated restoration time of 7:00 p.m.

The outages were scheduled to begin at 10 p.m. on May 10 for [SCE website text] "upgrading equipment" and "enhancing reliability" and scheudled to end at 12:00 p.m. (noon May 11). SCE spokesperson Sally Jeun tells LBREPORT.com that the job involved installing four new power poles. As accurately reported to us by a knowledgable and credible business owner, SCE workers encountered Belmont Shore's high water table when water percolated up when SCE workers dug holes for the new poles. [Comment: This is arguably something that SCE should reasonably anticipated in a portion of their service area that's at or below sea level.]

SCE spokesperson Jeun noted that electricity and water are a very dangerous combination, and said workers had to take additional safety steps that slowed the work.]

Ms. Jeun says one of the poles was in the area of Argonne Ave./2nd St...which is consistent with what LBREPORT.com independent learned; nearby businesses were without power well beyond the planned 12 noon completion time. As of 5:00 p.m., 435 SCE accounts remained without power, althogh 183 accounts were restored sometime between 3:35 p.m. and 5:00 p.m. (and to our knowledge much of 2nd St. wasn't affected.) Ms. Jeun apologized for what she described as the "inconvenience" of what occurred. [Some business owners without power for their entire business day might have other words for it.] Ms. Jeun said remaining SCE customers without power are being restored in portions as soon as remaining work is completed.
