Negotiate Citywide "Project Labor Agreement" Applied To All Public Works (Taxpayer Paid) Contracts (Over $500k + Specialty Contracts Over $25 Mil)? Councilmembers Gonzalez, Uranga and Austin Add This To Council Agenda For Nov. 11 Vote


(Nov. 10, 2014) -- Councilwoman Lena Gonzalez, joined by Councilmembers Roberto Uranga and Al Austin on Friday Nov. 7 agendized an item for the Nov. 11 City Council meeting that would direct the City Manager to negotiate a citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, and specified Craft Councils and Local Participants, and report back to the City Council within 30 days.

Their agendizing memo proposes that Project Labor Agreements apply citywide to all mute-trade City Public Works contracts over $500,000 and prime single trade (specialty contacts) over $25,000,000.

Under "Fiscal Impact," their agendizing memo states: "There is no fiscal impact."

The item was added to the Nov. 11 Council agenda on Friday afternoon Nov. 7 under a procedure (that when enacted by the Council several years ago) was intended to allow items on which three Councilmembers agreed "short notice" was necessary to bypass the usual eight day LB agendizing notice period.
