LBPD Arrests Suspect In Mother/Daughter 9th/Locust Murder, Allegedly Linked By DNA From Crime Scene Forensic Evidence, Who's Been In LAPD Custody On Unrelated Charge Since Late August

(Nov. 7, 2016) -- At a news conference at LBPD HQ this afternoon (Nov. 7), LBPD Chief Robert Luna announced the arrest of a suspect in the Aug. 6 fatal shooting of Carina Mancera and her four year old daughter Jennabel Anaya at 9th St./Locust Ave...and revealed that based on DNA evidence from [unspecified] forensic evidence at the crime scene, L.A. County Sheriff's Dept. lab personnel had "positively identified" an individual who has been in custody since August 27, arrested by LAPD three weeks after the murders for allegedly driving a stolen vehicle.

In a release, LBPD says a motive for the Aug. 6 murders of the mother and daughter, and the attempted murder of the mother's boyfriend, "has yet to be determined" and detectives "have not ruled out the possibility that others may be involved."

In a release, LBPD says that on Sunday November 6, 2016 its detectives booked Brandon Ivan Colbert, 22, of Tulsa, Oklahoma, for the murders of Carina Mancera and Jennabel Anaya, and the attempted murder of Carina's boyfriend.

Colbert is currently being held without bail at the Long Beach City Jail. At the time of his arrest, Colbert was in the custody of the Los Angeles County Sheriff's Department for the unrelated LAPD arrest.

In a release, LBPD says that its homicide detectives have diligently investigated the crime since it occurred, and [LBPD release text] "as forensic evidence from the crime scene was being processed by Los Angeles County Sheriff's Department laboratory personnel, detectives continued to pursue all viable leads. On October 31, 2016, laboratory personnel notified L.B.P.D. detectives that their DNA submission had positively identified an individual who had recently been arrested. The individual was arrested on August 27, 2016 for driving a stolen, by the Los Angeles Police Department."

In its release, LBPD states that on Tuesday November 8, 2016, its detectives will present the case to the L.A. County District Attorney's office for filing consideration.

[LBPD release text] Through the course of their investigation, detectives determined Colbert boarded a Greyhound bus in Tulsa, Oklahoma, on August 3, 2016, and arrived in Los Angeles on August 4, 2016. Detectives have released Colbert's booking photo in an effort to prompt anyone who may have spoken with him either on the bus or after he arrived in Los Angeles to come forward.

Detectives have not ruled out the possibility that others may be involved. A $40,000 reward for information is being offered. Anyone with information is urged to contact L.B.P.D. Additionally, appreciation is extended to the Los Angeles County Sheriff's Department laboratory personnel and the Los Angeles Police Department for their assistance with this investigation.

LBPD had previously identified the suspect from what it called an extensive review surveillance videos. "He was observed on video in a local business after the shooting occurred and then on a blue line train shortly after that. He boarded the train at 5th Street and Long Beach Bl. and rode it into Los Angeles. He then got off at the San Pedro Station located at Washington and San Pedro Street," said LBPD in a September release, when LBPD called him a "person of interest," then declared him a suspect in October.

Carina Mancera, 26, and her daughter, Jennabel Annaya, 4, were shot to death at the NE corner of 9th St./Locust Ave. as they returned home from shopping.
