Prior to the public Council meeting, Councilmembers metg behind closed doors on the two items agendized below: a. Pursuant to paragraph (2) of subdivision (d) and paragraph (1) of subdivision (e) of Section 54956.9 of the California Government Code regarding anticipated litigation - matter which involves significant exposure to litigation - one matter. What took place in that closed session is entirely speculative. For the record however, section 301 of the Long beach City Charter provides that the City Manager has the power to appoint an Assistant City Manager BUT the City Manager's choice is subject to "confirmation of the City Council, subject to veto by the Mayor and City Council override by a vote of two-thirds (2/3) of its members." At the Sept. 2 Council meeting, Vice Mayor Suja Lowenthal agendized an item (joined by Councilmembers Gonzalez, Price and Mungo) that sought (and received) Council approval for a set of "expectations" for Council confirmation of an Assistant City Manager. The evening's Council meeting was also preceded by a brief open meeting of the City's Housing Authority [comprised of the full Council]...which lasted a little over three minutes.
