LBPD Says This Man Is Now MURDER SUSPECT (Not Merely "Person of Interest") In 9th/Locust Slaying Of Mother & 4 Yr Old Daughter, Says Detectives' Review Of "Extensive Surveillance Video" Enabled Detectives To Track Him From Murder Scene; Nationwide Search For Him, $40,000 Reward Awaits

(Oct. 5, 2016) -- In a release today (Oct. 5), LBPD announced that the man it previously deemed a "person of interest" is now their murder suspect in the Aug. 6 fatal shooting of Carina Mancera and her four year old daughter Jennabel Anaya at 9th St./Locust Ave.

"Upon review of the extensive surveillance video, detectives were able to track the suspect from the murder scene," said an update to LBPD's previous release. "Anyone with information regarding the suspect's identity and/or whereabouts, which could be nationwide, is urged to call L.B.P.D. Homicide Detail at (562) 570-7244."

LBPD has previously described the suspect as a male African American in his 20's or 30's. "He was observed on video in a local business after the shooting occurred and then on a blue line train shortly after that. He boarded the train at 5th Street and Long Beach Bl. and rode it into Los Angeles. He then got off at the San Pedro Station located at Washington and San Pedro Street," says LBPD's prior release.

There's a reward totaling $40,000 for information leading to the arrest and conviction of the person(s) responsible for these horrific murders. LBPD believes the suspect may have left the area and/or California.

By way of context, restoring ten LB police officers would cost roughly $1.5 million per year; restoring Fire Engine 17 to LB's Stearns Park Fire Station 17 would cost about $2.2 million per year (both are management-stated sums.)

In September 2015, the City (with Council voted approval) gave IAM a one-time one-year 3% payment (not pensionable, not amending the underlying salary resolution.) IAM is the same union that benefited from the now-notorious management-recommended, Council-approved 2002 "pension spike" that continues to cost LB taxpayers sizable sums annually despite subsequently-enacted pension changes applicable to new employees.

Neither LB Mayor Robert Garcia nor any incumbent Councilmembers have publicly announced any plan(s) to restore roughly 95% of police officers and the fire engines that the City previously provided but no longer provides to its taxpayers. With Mayor/management recommendation, the City Council's FY17 budget allocates the "Measure A" sales tax increase in the coming 12 months mainly for to infrastructure items, including repairs/slurry-covering streets evaluated as most in need.
