(October 2, 2016, 6:20 p.m.) -- On Thursday Oct. 6, an Orange County based firm will seek approval from LB's Planning Commission (Mayor chosen, Council approved) to build/operate a major new shopping center with retail and drive-thru restaurant uses within ELB's Douglas Park planned development area. It's BIG: 266,049 sq. ft. of proposed building area on 26.62 acres currently vacant within the Douglas Park area (nominal address 4069 Lakewood Blvd.).
The location is adjacent to the Lakewood Country Club Estates neighborhood to the north across Carson St.; Boeing office buildings and a Mercedes Benz operations center to the east across Lakewood Blvd.; vacant land to the west; and the Douglas Park Plaza commercial retail shopping center, Courtryard Marriott hotel and a two story office building to the south. Dubbed the LBX ("Long Beach Exchange") by Newport Beach-based Burnham/Ward properties, the firm is seeking entitlements that include three Conditional Use Permits (for three drive-through restaurants) and two Standards Variances (near-"build-to-street" lines) with approvals discretionary with the City. The city staff report -- visible in full at this link -- says "public notices" were distributed on Aug. 29 "in accordance with section 21.21 of LB's Municipal Code" and as of the time of writing the staff report "staff has received no questions or comments, written or otherwise from the public regarding the project." But LBREPORT.com notes that LB's Council-written Municipal Code only appears to require notifying surrounding real property owners as follows: LB Muni Code section 21.21.302 a.(1) For residential or commercial projects, notice of the hearing shall be mailed or delivered to all owners of real property as shown on the latest equalized assessment roll within seven hundred and fifty feet (750') of the real property that is the subject of the hearing. Notice of hearing shall also be mailed or delivered to all tenant households or commercial tenants, as applicable, of real property that is located within seven hundred and fifty feet (750') of the residential or commercial real property that is subject to the hearing. It's unclear to LBREPORT.com how many, if any, residential properties are within 750 feet of the proposed project. LBREPORT.com notes that LB's Municipal Code section 21.21.302A allows, but doesn't require, the City to "give notice of the hearing in any other manner it deems necessary or desirable..."
