(Sept. 4, 2014, 8:25 p.m.) -- At its meeting tonight (Sept. 4), LB's grassroots Central Project Area Council voted unanimously to send a letter (to be drafted and reviewed in the coming weeks) objecting to actions by the City Council and the Mayor that the group says showed a lack of concern for public budget input and the public's expressed budget priorities.

  • (Sept. 4, 2014, 4:15 p.m.) -- LBREPORT.com has learned that LB's grassroots Central Project Area Council has added an emergency agenda item for its meeting tonight (Sept. 4 at 6 p.m.) to address the City Council's Sept. 2 adoption of a FY15 City budget [email alert text] "without full community input, and without considering the input of the community that was given."

The Council's voted budget action could have been held on Sept. 9 -- after a scheduled Sept. 4th Seventh Council district budget meeting (similar to meetings held in other Council districts, conducted by staff, at which public comment and questions are invited.) But instead, at the Sept. 2 Council meeting, in a series of motions by Vice Mayor Suja Lowenthal explicitly invited by Mayor Robert Garcia who was presiding -- the Council voted without dissent to approve the budget mainly as proposed by management and the Mayor with some modifications.

On Sept. 3 (the day after the Council vote) newly-elected 7th district Councilman Roberto Uranga trasmitted a mass "e-notify" message indicating that the September 4th meeting was now being described as [city e-notify message headed] "How will the FY15-16 Budget affect your neighborhood?" and instead of seeking public input will instead tell the public [enotify message text] "how the recently adopted Fiscal Year 2015 budget will affect our Seventh District neighborhoods."

CPAC President Annie Greenfeld says in an email advisory obtained by LBREPORT.com:

[CPAC president Greenfeld taxt] After a brief discussion, I will entertain a motion to write a letter to the Mayor, Council and City Manager to start scheduling meetings on the budget at the end of July [2015], so that residents of this great city will have an opportunity to discuss the proposed budget and be advised if any of their suggestions or wishes will be included in the actual budget.

If you recall, the same thing happened last year and 2 days before the LB CPAC meeting, the Council passed the budget. The only ones who showed up were Gerrie Schipske and Patrick O'Donnell.

It is absolutely incredible to think that the people we elect to represent us, don't listen to their constituents, thereby not representing us properly. See you all tonight.

The Long Beach Central Project Area Council, Inc. (LB CPAC) replaces the Central Project Area Committee for Redevelopment which ceased to exist when the Redevelopment Agencies were eliminated by Governor Brown in 2012. The group says "all are welcome to attend the meetings and the group is actively recruiting new members. There are individual, business and community group categories of membership." CPAC's meeting tonight will be held in the Community Room of the Long Beach Blvd. / Burnett Apartments at 2355 Long Beach Blvd, Long Beach, 90806.
