(Sept. 13, 2015, 4:35 p.m.) -- LBREPORT.com has learned of a second shooting on Friday afternoon Sept. 11...making it the third shooting in a little over two days (one of which was fatal.)

LBREPORT.com has learned that the Friday afternoon shooting was in the area of 52nd St./Elm Ave...a little over four miles north of a shooting a few hours earlier in the area of 19th St./Pine Ave.

Word of the shooting came to our attention via social networks and we confirmed it with LBPD today (Sept. 13.)

LBPD Public Information Officer Sgt. Megan Zabel says that at about 5:05 p.m., officers responded to the 300 block of E. 52nd St. [we're told by a third party it was near Elm Ave.) where a man (adult) was standing in front of a residence and was struck by gunfire. [We're told by a third party it was a "drive-by" shooting.]

The victim was transported to a hospital with non-life-threatening injuries in stable condition.

LBPD is ivestigating the crime as possibly gang-related...and gang detectives responded to the scene.

On Sept. 8, the City Council was scheduled to meet to consider the City's FY16 budget...but without dissent put off General Fund discussion until Sept. 15 (the deadline for Council action on the proposed budget.) During an Aug. 18 budget hearing on the proposed LBPD budget, no Council members made any motions, or indicated any willingness to restore all of part of LBPD's former field anti-gang unit (cut in half in FY13, erased in FY14 and FY15 budgets), or any of roughly 200 officers erased in Mayor recommended/Council enacted budgets since 2009.

LBPD's former field anti-gang unit previously deployed 20 officers + 2 sergeants in gang impacted neighborhoods, where officers could observe conditions firsthand, work contacts and gather intelligence. LBPD still has a budgeted anti-gang unit (handling investigations, filing cases and the like) but not an anti-gang unit operating in the field as previously.
