FURTHER UPDATE: DA Alleges It Was A Neighbor With Previous Criminal Convictions Who Shot/Killed A Man Who Was His Neighbor And Shot/Wounded Neighbor's Wife In North Long Beach Double-Shooting, 5400 Block of Atlantic Ave.

(Sept. 16, 2015) -- In a release today (Sept. 16), the Los Angeles County District Attorney's office has filed four felony counts alleging that a man -- who has a record of convictions including manslaughter (1975 and 1982) and assault with a firearm (1997) -- shot and killed a man who was his neighbor, and shot and wounded the neighbor's wife in the 5400 block of Atlantic Ave. on Wednesday Sept. 14.

In a release, the L.A. County District Attorney indicates it filed felony counts alleging murder, attempted murder, possession of a firearm by a felon, and possession of ammunition, charges against Sotero Monteon, 61, of Long Beach.

[LA DA's office release] The felony complaint includes a special allegation that the defendant personally and intentionally discharged a firearm, which caused great bodily injury and death.

Additionally, the charging document alleges that Monteon was previously convicted of manslaughter in 1975 and 1982, robbery in 1990, transport/sell controlled substance in 1993, assault with a firearm in 1997, and possession of a controlled substance in 2007 and 2012.

The defendant was scheduled to be arraigned today, but the court appearance was continued to Sept. 29 in Department S01 at the Los Angeles County Superior Court, Long Beach Branch.

...Benny Ceasar, 49, was pronounced dead at the scene. The mother of his child suffered a gunshot wound and was taken to the hospital for medical treatment.

Following the shooting, Monteon reportedly boarded a bus, but was later taken into custody.

If convicted as charged, the defendant faces at least 140 years to life in state prison.

The case is being investigated by the Long Beach Police Department.

[LBPD release text] On Wednesday, September 14, 2016, at approximately 4:35 p.m., Long Beach Police were dispatched to shots heard in the area of the 5400 block of Atlantic Avenue, which resulted in the death of a male adult.

Arriving officers located two victims who sustained gunshot injuries.

Long Beach Fire Department personnel transported a female adult victim, with what appeared to be non-life threatening injuries, to a local hospital. Fire Department personnel also determined a male adult victim deceased at the scene.

The Los Angeles County Coroner will make positive identification and notify next of kin.

About 7:45 p.m., through the combined efforts of detectives, patrol officers, and communications operators, the suspect was located in the area of Lime Avenue and South Street. The suspect was confronted by detectives, complied with lawful orders, and was taken into custody without incident.

Sotero Monteon, 61 years old and a resident of Long Beach, was booked for murder, felon in possession of a firearm, and outstanding warrants. He is being held at Long Beach City Jail with bail set at over $2,000,000.

A motive for the shooting is unknown and the investigation remains ongoing.

In initial information, LBPD Public Information Officer Marlene Arrona says that at about 4:35 p.m. on Sept. 14, officers were dispatched after shots were heard i the area of the 5400 block of Atlantic Ave. Officers found two victims; a woman (adult) was transported to a hospital with what appears to be a non-life-threatening injury; a man (adult) was deceased at the scene.

(Sept. 14, 2016, 7:25 p.m. updated 8:30 p.m.) LBPD says a man (adult) suspect is in custody after two adults were shot -- a woman wounded and a man deceased at the scene -- in the 5400 block of Atlantic Ave. (8th Council district near border of 9th district.) The crime scene is roughly four blocks south of the newly opened "Michelle Obama Neighborhood Library."

Homicide Detectives are on scene, starting their investigation. Area residents reporting hearing/seeing TV news helicopters overhead, transmitting the images across the L.A.-OC media market.
