District Att'y Issues This Report On LBPD Fatal Shooting Of CSULB-Bound Feras Morad

(Sept. 13, 2017, initial report) -- On Sept. 12, 2017, the Los Angeles County District Attorney's office issued a report on the May 27, 2015 LBPD officer-involved shooting that killed Feras Morad, 20, a CSULB-bound award-winning debater.

The DA's report includes a lengthy and (in our opinion) disturbing narrative of what occurred. The report can be viewed in full by clicking this link.

The DA's office concluded that the officer involved "had an honest belief in the need for self-defense and defense of others when he used deadly force" against Mr. Morad, and the DA's office found "insufficient evidence to prove beyond a reasonable doubt" that the officer-involved "committed the crime of voluntary manslaughter with a firearm."

LBREPORT.com presents the report for our readers as released but without having had an opportunity yet to review it closely. However we noted a number of disturbing matters on our quick initial review (further to follow.)

They include a revelation in footnote 34 of page 24 indicating that although Mr. Morad tested positive for THC (marijuana), he tested negative for hallucinogenic Psylocybin ("psychedelic mushrooms") and synthetic cathinones (Bath Salts). The report states in a footnote that a request by the parties to a civil lawsuit for additional toxicology screening (the City Attorney's office retained a toxicology expert to determine the type of testing to be requested) wasn't possible because blood samples "were inadvertantly discarded by the Coroner's office."
