(April 27, 2020) -- Fifth district Council incumbent Stacy Mungo Flanigan has quietly but publicly applied for a seat on the CA Redistricting Commission, a position that -- if she's chosen in a now-ongoing process -- would under the CA constitution require her to give up her Council seat.

As part of the interview/selection process (conducted April 14 online under COVID-19 conditions), Mungo Flanigan was asked about her future plans after her current Council term expires in 2022...and didn't rule out seeking a third term. The Commission's legal counsel then explicitly called her attention to the CA constitutional provision requiring her to give up her Council seat (and give up her ability to hold any elective office for ten years.) After a several second pause, Mungo Flanigan replied what sounded like "okay" or "yes."

Several weeks ago, 2018 Council candidate Rich Dines signaled in NextDoor comments that he's strongly considering a run for the 5th district seat in 2022. Mungo Flanigan's predecessor, former Councilwoman Gerrie Schipske (a practicing lawyer) hasn't indicated if she plans to seek a third term on the Council or possibly pursue citywide office (City Attorney or Mayor) in 2022. p>In a meeting scheduled May 6-8, a reviewing panel will narrow 120 applicants down to 60; their names will be sent to Dem and Repub leaders in the state legislature who'll narrow the field to a dozen, eight of whom will be selected by draw (and who'll then select six others from the remaining candidates. The resulting 14-member Commission will have 5 Dems, 5 Repubs and 4 others.

Mungo Flanigan is registered as a Republican but is viewed by some as a "RINO" [Republican In Name Only] based on a number of her City Council votes and her 2019 endorsement of Council incumbent Lena Gonzalez, a partisan Democrat, over Ivy-League degreed Economist/CPA Republican/Cudahy Councilman Jack Guerrero.
