LBUSD Mgm't Seeks School Board Approval To Change Public Comment Proceedings; With In-Person Meetings Resumed, No More Teleconferenced Reading Aloud Of Emailed Comments; They'll Be Sent To Staff And Forwarded To Board Members

(Aug. 14, 2020, 10:50 p.m.) -- At its Aug. 19 meeting, LBUSD management will seek LB School Board approval to change its public comment practice (used during teleconferenced meetings between April and August 2020) of reading emailed public comments aloud and instead return to its previous practice (at in-person meetings) of sending emailed comments to staff and "forwarding" them to Board members but NOT reading them aloud.

The memo notes that the School Board returned to in-person meetings on Aug. 5 and says LBUSD has been accepting email comments for its Aug. 18-19 workshop and School Board meeting to be read by staff and forwarded to Board members [with no mention of reading the emailed public comments aloud at its Aug. 18-19 proceedings.]

The Aug 19 agendizing memo by Superintendent Dr. Jill Baker says the change will fulfill the purposes of the Brown Act "without unduly lengthening meetings such that public participation drops off during the meeting." It says the Board "will discuss and determine if any changes will be made to public processes beginning with the Sept. 2 meeting."

The practice is similar to that now used by the LB City Council -- during its current teleconferenced proceedings -- for "e-comments" and public comments submitted by email which aren't (and have never been) read aloud.
