(December 22, 2019, 9:40 a.m.) -- Two Sacramento bills, AB 748 (along with SB 1421) enacted in 2018 made it possible for LBREPORT.com to publish, and allowed you to see, the stunning video of what took place in the midnight hour on Oct.23, 2019. That's when a shooter opened fire inside a NLB Artesia Blvd. bar (killing a man) and citizens flagged down an LBPD patrol officer who spotted the shooter through an open door and fired a shot that ended the terrifying and deadly incident. Not all officer involved shootings end this way and AB 748 was controversial. It bz\arely passed the state Assembly (with the minimum number of "yes" votes required.) Co-sponsored by the CA News Publishers Ass'n and the ACLU of CA, AB 748 sought to prevent police agencies from routinely blocking Public Records Act access to such videos and related investigatory materials. Among multiple amendments, the bill included balancing provisions that let police agencies delay or withhold release of these materials in certain specified circumstances..

On final passage (after multiple amendments) AB 748 narrowly cleared the 80-member Assembly with no votes to spare: 41 yes, 32 no and 7 "no votes recorded." Locally, Assemblmembers Rendon (Speaker), Gipson voted "yes" while Assemblyman Patrick O'Donnel voted "no."
