    Laura Wilson Doud Announces Run Against Incumbent City Auditor Gary Burroughs


    (January 13, 2006) -- Laura Wilson Doud, who indicated last fall she was considering a run against incumbent City Auditor Gary Burroughs, has officially announced her candidacy for that citywide office.

    In a January 12 statement issued by her campaign, Ms. Wilson Doud said incumbent Auditor Burroughs has "failed to perform the job we elected him to do [and] institutionalized questionable financial practices throughout his many years in office that have led Long Beach into massive deficits, a lack of police officers, and library closures."

    The statement didn't cite specifics but said "[t]hese issues and many others will be discussed in detail throughout the campaign."

    Ms. Wilson Doud said that as City Auditor she would establish an office based on independence ("putting public interest above special interests"), information ("providing transparent, accurate information to the public and Council"), initiative ("identifying and capturing all revenue due to the city"), innovation ("launching new ideas to protect taxpayers and improve city services") and integrity ("restoring trust and confidence in the Auditor’s office").

    She said she would "run the office with a mandate to realize income potential for the city without the direct financial burden on its citizens that higher taxes or decreased services will impose."

    Asked for comment by LBReport.com, City Auditor Burroughs responded:

    "All our accounting practices meet Generally Accepted Accounting Principles and meet the professional pronouncements established by Govermnmental Accounting Standards Board, which have led to a Double A- bond rating, one of the highest in the state. Transparency and independence have never been questioned in my office are not questioned by the institutional users [bond rating firms], bondholders and other prominent users of our financial statements. If Ms. Wilson Doud were truly interested in independence and transpaprency, I would think as Norm Ryan's financial treasurer [in the 2002 Mayoral campaign] that they would be more open regarding their use of public money [records for slightly under $60,000 under Prop M which Mr. Burroughs' office wants to inspect and the '02 Ryan Mayoral campaign refuses to produce saying the demand exceeds Burroughs' authority.]

    Ms. Wilson Doud's statement said she was born and raised in LB, attended LB schools (including Wilson High) and went on to CSULB where she earned an accounting degree. "I then went to work for the Long Beach City Auditor's Office. I had received offers from private accounting firms, but chose to work for the City of Long Beach because I felt compelled to serve the city I love so much. I am a Certified Fraud Examiner and a Certified Public Accountant. I have the training and experience to lead the auditor’s office."

    Ms. Wilson Doud's statement says she's currently Controller of the Water Replenishment District of Southern California where she "helped work to turn around one of the most financially inept government bodies in the state, to now one of the best."

    The Water Replenishment District's governing board includes treasurer Norm Ryan, who has also cited his role as an elected policymaker in the agency's turnaround (and when asked by LBReport.com also credited Ms. Wilson Doud's work as an agency staffer). Mr. Ryan, who's running for the 3d district LB City Council seat, added that his Council campaign and Ms. Wilson Doud's Auditor campaign are separate.
