(July 11, 2019, 11:55 p.m., updated July 12, 8:05 a.m.) -- CA's Fair Political Practice's website states: "Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700" which "provides transparency and ensures accountability in two ways: It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances. [and] It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest."
The Long Beach City Clerk's office sent Councilwoman Jeannine Pearce a total of five notices, reminding her of her legal obligation to file the form with the FPPC by April 1. On April 1, 2019, Councilwoman Jeannine Pearce filed a "Statement of Economic Interests" for 2018. The form, electronically signed by Councilwoman Pearce, stated: "I have used all reasonable diligence in preparing this statement. I have reviewed this statement and to the best of my knowledge the information contained herein and in any attached schedules is true and complete. I acknowledge this is a public document. Councilwoman Pearce's Form 700 listed no sources of "Income, Loans, & Business Positions" for her in 2018. On July 10, 2019, Councilwoman Pearce filed an amendment to her Form 700, It lists five sources of income for her 2018:
[July 12 update]: Responding to an LBREPORT.com inquiry [personal Facebook message] as to how/why she omitted entirely listing the five sources of income, loans and business positions for 2018 in her April 1, 2018 filing, Councilwoman Pearce replied via FB message: [Councilwoman Pearce, 7:56 a.m., July 12] "My Form 700 was updated in full compliance with the law. As previously stated, I believed the reporting requirements were the 10k threshold, as I was a consultant. I have since hired counsel to advise me on these requirements to ensure full compliance moving forward."
