(July 17, 2020, 1:50 p.m., UPPDATED with Guidance text) -- In a news briefing carried LIVE on LBREPORT.com, CA Governor Gavin Newsom announced that his administration will be issuing a "guidance" prescribing that schools in 31 "monitored" counties - including the counties of Los Angeles, Orange, Ventura and Riverside -- should provide only online instruction for now...and until the county shows 14 days of declining COVID-19 cases. [LA County's COVID-19 cases aren't going down; they're going up.]

The Governor's guidance is consistent with LBUSD's policy announced July 14 by incoming Superintendent Dr. Jill Baker. Following today's announcement by Governor Newsom, LBUSD spokesperson Chris Eftychiou issued the following statement:

Our announcement earlier this week that we are postponing in-person instruction until at least Oct. 5 is in line with the governor’s approach.

We’re carefully reviewing the latest guidance from the state to determine next steps.

We’ll continue to work closely with our partners at the local and regional levels, as well as with our teachers’ association and other employee groups, to bring back as many students as we can at the right time, keeping health and safety as our top priorities.

We’re still planning for multiple contingencies down the road. Those plans include in-person learning, online learning, and some combination of the two.

Our first day of school for the fall semester is Sept. 1. In the meantime we’ll communicate updates through various means, including the school district’s website at lbschools.net, individual school websites, email, text, phone messages and social media. zThe "guidance" doesn't state that it's mandatory but it refers to local health conditions and orders that are. It also indicates it applies to non-sectarian private schools as well as public/government run schools

As previously reported by LBREPORT.com, LB's elected policy-setting Board of Education wll discuss reopening plans in a special meeting scheduled for on Monday morning July 20.

The Special Meeting is scheduled from 8:30 a.m. to noon and will be a virtual teleconference meeting online live. (LBUSD's HQ is closed.) To view the procedures for the meeting, click Board of Education Teleconference Notice

LBUSD routinely holds morning/midday meetings during the year; it calls them "workshops"; they're basically briefings by staff for LBUSD boardmembers (and the public)...but they are legally agendized LBUSD board meetings (just not the "prime time" evening Boad meetings.)

On Monday morning's Special Meeting agenda (following a closed session on the job performance of the Superintendent), the Board will meet in open session with public testimony on agenda items scheduled to begin at 9:15 a.m. Previously emailed testimony is read aloud.. The two Special Meeting agenda items are:

10:15 a.m. OPENING OF SCHOOL UPDATE

Staff will provide an update on the active preparation taking place for the opening of the 2020-2021 school year. This will include a review of engagement processes, instructional models and the role and selection of a learning management system."

At 11:00 a.m., the Board is scheduled to take a break until 11:15 a.m. when the Board reconvenes to discuss the "Budget Engagement Process": "Staff will provide a budget update and provide a framework for gathering community input on budget priorities."

As previously reported by LBREPORT.com, on July 8 incoming Superintendent Dr. Jill Baker announced LBUSD would pursue a hybrid position, allowing parental/guardian input on their preference (on campus activities or online only.) But on July 14, one day after CA's two largest school districts (LA Unified & San Diego) announced online only instruction to start., Dr. Baker announced LBUSD would begin the school year online only, at least until Oct. 5.
