    (March 13, 2020, 8:50 p.m.) -- In major COVID-19 developments flashed as breaking today (March 13) on LBREPORT.com's Facebook page and simulcast embedded on our front page (www.lbreport.com):

  • LBUSD, CA's third largest school district, announced shortly before noon a districtwide closure of classroom instruction at school sites, from March 16 through at least April 20 (five calendar weeks/19 days of instruction.) The action came after a midmorning accouchement by the Los Angeles and San Diego school districts (CA's two biggest school districts) that they were closing (halting classroom instruction) for four calendar weeks.

    At a 3 p.m. news conference (streamed live by the City and carried by LBREPORT.com), LBUSD Sup't Steinhauser provided details on the district's plans. Options for online and/or televised instruction are being explored and may occur but plans aren't finalized at this point. Child care won't be provided by LBUSD. A reporter asked "Are there any child care options being offered..? Sup't Steinhauser replied "Not in Long Beach Unified. We had to make this tough decision because it kind of conflicts with the whole issue of social isolization [isolation] so we chose not to do that at this time."

    Mayor Garcia added "We understand at the City that one of the biggest challenge with closing schools that we've all discussed is low income parents that have to work and that don't have access to childcare so we understand this is a huge challenge, one that we're talking through, but the decision was made first and foremost as a health decision for the health of everybody." (The Mayor didn't offer any City of Long Beach response to what he acknowledged would be a "challenge" for low income parents.)

  • At 12:30 p.m. Pacific time, President Donald Trump held a Rose Garden press conference (streamed live and carried by LBREPORT.com) in which he announced the declaration of a national emergency. The executive action makes available additional federal taxpayer dollars to states and cities and waives a number of federal rules/regulations that the President said made sense when enacted years ago but hinder a prompt response to the COVID-19 emergency.

    The President also announced creation and implementation in the coming days of a new method of expedited COVID-19 testing. He said the new testing method was developed by the private sector and would enable "drive-through" testing (at locations including parking lots at Walmart and similar sites.) Speakers at the press conference described the new testing protocol as including an initial screening procedure (in which an individual answers various "yes" or "no" questions) to determine if a person should or shouldn't be tested. The President said the new "drive through" test procedure will ultimately enable testing many more people with results available more quickly than now.

    Among the speakers at the news conference was infectious disease expert Dr. Anthony Fauci who voiced support for the actions.
