(March 4, 2021) -- The Newsom administration today (March 4) announced it will shift 40% of vaccine allocations to communities disproportionately impacted by COVID-19 AND will rewrite the state's current risk levels/reopening standards to to make it easier for counties to move from "purple" ("widespread" virus activity) to "red" ("substantial") tiers (enabling the rsumption of indoor restaurant service and the like.) The Newsom administration made the announcement in a press release here accompanied by a detailed fact sheet Neither of the two documents lists zip codes that will be affected. The two documents cite statistics but not science for the administration's announced actions. However the administration's approach will continue to focus on masking, testing, contact tracing, quarantine and isolation and an updated recommendations about the most effective use of masks and when to consider double masking. The Newsom administration's accompanying fact sheet (March 4, 2021) also reveals plans for a media campaign that will use "earned media" [third party news stories] using "[Ethnic media briefings and daily news story pitching [that] will engage trusted messengers including the State’s top public health officers, community leaders, and everyday Californians to highlight the latest in vaccine distribution, tackle mis- and dis-information, and reinforce key messaging about the vaccines and their safety and efficacy." In its press release, the Governor's office states in pertinent part: The state will accomplish these goals by doubling the allocation for disproportionately-impacted communities (allotting 40 percent to them) as compared to the rest of the state; reserving appointments for members of communities severely impacted by the pandemic; and increasing funding for safety net providers to cover start up costs and for navigation assistance...
