(May 10, 2021, 6:20 p.m.) -- South Wrigley residents in CD 6 (Councilwoman Suely Saro) had a shooting in their neighborhood in the overnight hours on May 10, just blocks from at least three other shootings within the past ten days.

LBPD Public Information Brandon Fahey says that at about 1:30 a.m. on May 10, officers responded to the 2000 block of Chestnut Avenue regarding a shots call. "Upon arrival, officers heard shots, canvassed the area, and observed a male adult suspect running in the street holding a firearm, who officers then detained. Through their preliminary investigation, officers determined the suspect fired shots at unknown victim(s) who fled the scene prior to officers arriving. The suspect then approached a nearby vehicle and attempted to carjack a male juvenile victim who drove away from the scene. Officers located evidence, including bullet casings, indicating a shooting had occurred and seized a firearm at the scene."

LBPD arrested a suspect, identified as Alfredo Garcia, 29, of Long Beach, and booked him on suspicion of the following: one count of attempted carjacking; one count of prohibited possession of ammunition; one count of prohibited possession of a firearm; one count of carrying a loaded firearm as an active gang member, and one count of carrying a loaded firearm, not as the registered owner.

Bail was set at $100,000 and LBPD says at this time, the motive for the shooting is unknown and no injuries have been reported.

Roughly 24 hours earlier on May 9, a man was shot/wounded in the nearby area of Pacific/PCH (border CD 1/CD 6.)

On May 4 a man was shot/wounded at midday in the 2000 block of Pacific Ave (CD 6/Saro), just a couple of blocks east of the May 10 shooting crime scene..

And on May 1, a few blocks south and west, a man exited the 710 freeway and an unknown vehicle followed him and began to shoot at him in the area of 6th/Daisy Ave. (CD1/rounds missed.) .

Since Jan. 1. Councilwoman Suely Saro's 6th Council district has had more shootings (fatal + wounding + casings/strike marks found) since Jan. 1, 2021 than any other LB Council district. Councilwoman Zendejas' CD 1 is second.

The shootings come after the City Council held an April 20 discussion on LBPD-offered "strategies for addressing violent crime through community partnerships." During Council discussion, no incumbents moved to restore any of the 48 officers that the Council voted (9-0) to defund on top of 180+ offices erased by previous Councils and not restored by the current Council. The actions of current and past Councils have left LB taxpayers with a significantly thinner police level than Los Angeles, Signal Hill or Santa Monica.

The Council's Sept. 2020 FY21 defunding reduced LB's police level to roughly 1.5 per thousand. The LA City Council's 2020 defunding reduced its police level to about 2.43 per thousand.

On Feb 2, 2021, with shootings spiking, LB Councilmembers sought a strategy from LBPD. On March 17, LBPD sent Councilmembers a memo that didn't mention the word "gangs" or recent or past Council actions that thinned LBPD levels. Instead, it blamed the pandemic and announced the start of a "walking cop" program (8 officers deployed in the area from the LA River to LB Blvd. between Anaheim St. and PCH through April 30.) The program expired on May 1.

During the six week test, the "walking cop" area had two shootings of which we're aware (March 20 in the area of PCH/LB Blvd (border CD 1/CD 6), a 19 year old man said a black sedan approached him and a suspect fired two shots which missed hitting him. April 6, in the 1700 block of Chestnut (CD 1/Willmore City just south of PCH), multiple victims (including adults and juveniles) said they were walking on the sidewalk when they were approached by a vehicle and an unknown male suspect shot at them from within the vehicle, then fled the scene.

The walking cop program ended on April 30. On May 1, an adult woman was shot/wounded) in the Washington Middle School neighborhood.

Of the two most recent Pacific Ave. shootings, one (May 9) was on the border of the former walking cop area (PCH/Pacific) while a second (20th/Pacific) was two blocks north.

On April 20, Chief Luna offered the Council an agendized verbal version of his March 17 memo's recommendations accompanied by Power Point slides. It said LBPD has implemented a "Community Response Team" (officers pulled from other assignments, including a Lieutenant, two Sergeants, 8 directed enforcement officers, 5 gang detectives).

No Councilmembers made any motions to restore LBPD's field anti-gang unit (22 sworn positions), or any of the 48 officers defunded by the Council's Sept. 2020 vote (9-0) or any other portion of 180+ officers budget-erased since 2009 and not restored despite 2016 voter approval of the Measure A ("blank check") sales tax increase.
