(Nov. 4, 2018, 2:45 p.m., updated Nov. 5, 5:40 a.m.) -- The "Mayor Robert Garcia Committee & City Auditor Laura Doud Committee to Support Good Government Measures AAA, BBB, CCC, DDD" paid a political "slate mailer" firm $3,524 between Oct. 1 and Oct. 15 to send mailers that included a self-described "Republican Voter Guide" advising "Yes" votes on Charter Amendments AAA, BBB, CCC and DDD although the LB Area Republicans position on Measure BBB is "no position." The expenditure appears in a Garcia-Doud committee campaign filing covering the period Oct. 1-15, 2018.

Mailed to Repub voter households

The same slate-mailer firm also produced a similar, but not identical, "Independent Voter Guide" sent to at least one "blended" political household (one spouse Repub, the other Dem) with the same "Yes" advice on AAA, BBB, CCC and DDD.

[update] And they had a version for Dems too

The Repub "voter guide" says City Auditor Laura Doud [a Repub] and Firefighters and Police support AAA, BBB, CCC and DDD. The indie version says Mayor Garcia and Firefighters support AAA, BBB, CCC and DDD. And the Dem version says Mayor Garcia and the Democratic Party support AAA, BBB, CCC and DDD.

A separate side of the mailer includes the following legal boilerplate:

NOTICE TO VOTERS: THIS DOCUMENT WAS PREPARED BY VOTER GUIDE SLATE CARDS, NOT AN OFFICIAL PARTY ORGANIZATION. Appearance in this mailer does not necessarily imply endorsement of others appearing in this mailer. nor does it imply endorsement of, or opposition to, any issues set forth in this mailer. Appearance is paid for and authorized by each candidate and ballot measure which is designated by an *.

Two items redacted by us in image below. Polling place was inserted next to red arrow; addressee was below the "paid for" line.

The slate mailers do include an * next to recommended "Yes" votes for AAA, BBB, CCC and DDD.

Measure BBB would let incumbent Mayor Garcia and incumbent Councilmembers avoid a write-in campaign if they seek third terms, erasing LB's current two terms + subsequent write-in law. Auditor Doud faces no term limits hurdles and is now entering her 13th year in office.

The mailer lists the slate mailer's address as a "suite" at the same address as an ELB Plaza UPS store.

The LB Area Republicans governing board voted in October to support measures AAA, CCC and DDD but chose to remain neutral ("no position") on BBB. Efforts earlier today (Nov. 4) to reach LB Area Republicans chairperson Peter Sovich for reaction to the Garcia-Doud "good government" committee-paid "Republican Voter Guide" have been unsuccessful.

In a November 3 message on his personal Facebook page, LB Area Republicans vice-chairperson Ben Goldberg recommended a "no" vote on BBB.

At its October 11 monthly endorsement meeting, the Long Beach Democratic Club endorsed all four Mayor-Auditor supported, Council advanced (9-0) Charter Amendments AAA-DDD after allowing an opposition presentation but disallowing a vote, citing a provision in governing bylaws.

At least one prominent LB area Dem has broken with the local party line on BBB: Assemblyman (former Councilman) Patrick O'Donnell has said he's voting "no" on BBB, based on what he described as misleading statements by its proponents.

Councilwoman Suzie Price (who joined a unanimous Council in voting to put AAA-DDD on the ballot) has indicated she plans to vote "no" on BBB. Two other Councilmembers, Daryl Supernaw and Stacy Mungo (the latter a Republican) also joined in putting AAA-DDD on the ballot but since have declined to state publicly that they support BBB.

The Long Beach Business Journal editorially opposes BBB. The LB Area Chamber of Commerce took a neutral position on BBB.

The Long Beach Reform Coalition, which had both Dem and Repub activists visible at its August fundraiser, is focused on defeating BBB while a number of its coalition's constituent groups also oppose AAA, CCC, DDD.
