Five Councilmembers could schedule special meeting on 24 hours notice

(November 26, 2020, 7:25 a.m.) -- Despite voting to cancel their Nov. 3, Nov. 10 and now Dec. 1 City Council meetings, LB's Mayor and Councilmembers will continue collecting their full salaries the periods of their canceled meetings

Mayor Garcia (who has no Council vote or policy setting authority) receives a FY21 base salary of $158,398.54. Councilmembers collect one quarter of that: $39,597 annually (plus health care benefits for themselves and their families).

On Oct. 6, at Mayor Garcia's request, the Council canceled its Nov. 3 and Nov. 10 meetings. Garcia cited the city election as the reason for canceling the Nov. 3. He offered no reason for canceling the Nov. 10 meeting. The item was scheduled for the no-discussion "consent calendar"; Councilwoman Zendejas moved, Councilman Uranga seconded, approval of the consent calendar; the motion carried 9-0.

Canceling the Nov.,. 3 and Nov 10 meetings resulted in piling a whopping 79 items on the NOvember 17 Council agenda (including 48 no discussion expected "consent calendar" items).

City management offered the Council the opportunity to spread some of the Nov. 17 items onto a Dec. 1 Council meeting (since management had no items scheduled for Dec. 1)...but Councilmembers refused, voting instead on Nov. 17 to cancel their Dec. 1 meeting entirely (8-0, Price absent.)

The December 8 Council agenda isn't yet visible online, but Councilwoman Price said in a Nov, 25 midday mass emailing that she asked management to agendize a "study session" -- effectively a no-Council-action item -- on city management implemented (effective 10 p.m. Nov. 25) three week prohibition on in-person restaurant dining.

The Brown Act allows five Councilmembers to agendize a special meeting on a specified subject on 24 hours notice. None has done so regarding city manegement's three week prohibition on in-restaurant dining .
