Latest LB Health Order Contains COVID-19 Warnings Shrugged By Some At Their Peril And Risks To Others

(Sept. 22, 2021, 8:20 a.m.) -- LB's latest (Sept. 17) COVID-19 Health Order, contains warnings shrugged by some at their peril with risks to others. It merits serious reading.

At one point, without mentioning Governor Gavin Newsom by name, it cites his administration's June 15 action declaring CA "open" with few restrictions for resulting "community transmission of COVID-19 [that] has rapidly increased from low to high."

In April, Newsom decreed CA would reopen with few restrictions on June 15. He cited hopeful data without meaningful science for this. With COVID now spiking with the Delta variant, he now seeks to refocus the narrative into blaming unvaccinated individuals. This appears to be medically justified although we now know even vaccinated individuals can spread the virus to others. Some "breakthrough" cases also show the vaccine isn't 100% protective but does prevent the worst outcomes.

Seemingly oblivious to this, on Sept. 13, we watched a largely maskless crowd at Legends, compressed within feet of each other, cheering wildly as soon-to-be-former recall election candidate Larry Elder entered, likewise maskless. (We're vaccinated and as a precaution took a COVID test a few days later and tested negative. We hope others are as fortunate.)

Children under 12 can't be vaccinated (yet.) In our opinion, LBUSD is being bureaucratically cavalier about putting these children in reopened classroom despite an acknowledged likelihood some will be exposed to COVID-19. Worse still, as of this morning (Sept. 22), LBUSD is allowing this without even weekly COVID-19 tests ("paused" after the three weeks) with no date for resuming them pending what LBUSD calls further analysis of its data "in consultation with health officials."

We also remain dismayed that some police and firefighters, supported by their unions, continue to resist the vaccine despite their close encounters with the public.

The LB Health Dept.'s Sept. 17 Order's speaks for itself here with salient portions quoted below.

  • Requires that effective September 25 , 2021, youth recreational sports operate in accordance with Appendix W Protocol for Youth Recreational Sports

  • Requires that effective October 7, 2021, Outdoor Mega Events involving 10,000 or attendees must verify that participants are either vaccinated against COVID 19 or have a negative COVID-19 test prior to entry. Self attestation is not a permitted method for verification of vaccination or test result.

  • Requires that effective October 7, 2021, bars, breweries, wineries, distilleries, nightclubs, and lounges verify COVID-19 vaccination status of their patrons and employees for indoor service and operations.

  • Strongly recommends that beginning October 7, 2021, that the operators of all restaurants and food facilities reserve and prioritize any indoor seating/service for those who are fully vaccinated against COVID-19 .

    Since June 15, 2021 and after the retiring of the Blueprint for a Safer Economy, community transmission of COVID-19 19 has rapidly increased from low to high. This Order modifies the Prior Orders with regards to mask use. Based on continuously high daily new cases of COVID-19, cases are at a level that indicates high community transmission of the virus that causes COVID-19 based on Centers for Disease Control and Prevention (CDC) indicators, this Order continues to require masking indoors in public settings and businesses, regardless of vaccination status, in an effort to slow the continuously high trends in and level of transmission of COVID-19 currently being seen in Los Angeles County, including the City of Long Beach.

    COVID-19 daily cases and community transmission remain high. As of September 17, 2021, the 7-day daily average case rate is 22.4 cases per 100,000 people. These trends are similar to those reported by Los Angeles County. This indicates a continued and high risk of COVID-19 infection for those who are not or cannot be vaccinated against COVID-19. Based upon federal CDC indicators and thresholds, this means that community transmission of COVID-19 within the County of Los Angeles and the City of Long Beach is now high, and highly likely to increase during the coming weeks as we start to move into the winter months when respiratory viruses, like influenza and SARS -CoV-2, have historically spread more easily

    Everyone must remain vigilant against variants of the virus that causes COVID-19, especially given the high levels of transmission locally and in other parts of the world, and due to the fact that the current COVID-19 vaccines may not be effective against these new and emerging variants.

    At this time, the Delta variant is predominant in Los Angeles County, including Long Beach. The Delta variant is two times as contagious as earlier COVID-19 variants and continues to lead to increased infections. Recent data suggests that the immune response to COVID-19 vaccination might be reduced in some immunocompromised people, which increases their risk of serious health consequences from COVID-19 infection. For the aforementioned reasons, it is prudent to require continued indoor masking for all as an effective public health measure to reduce transmission between people...

  • LBREPORT.com will be interested to see if LB's Health Order will be respected or flouted by attendees at the upcoming LB Grand Prix and LB Marathon, and the resulting COVID-19 case numbers after those events.
