See City Staff's Proposed "Implementation Plan" For Land Use Element / Density Increases

(Nov. 26, 2017, 12:05 p.m.) -- The draft Land Use Element includes an "Implementation Plan" (with "time frames") it proposes to apply if the City Council approves the LUE and its density increases. The "Implementation Plan" is visible in city staff's draft LUE document in Chapter 5 at pp. 125-137) at this link.


Below are some salient portions of the LUE "Implementation Plan." On viewing the timeline for each item, note that "0-5 years" could mean implementation relatively soon or near immediately.

Consider including development incentives in the Zoning Regulations that allow greater development flexibility if projects include affordable housing; creative open space; cultural amenities; historic preservation or green building elements beyond those required; renewable energy components; and transit, pedestrian and bicycle amenities. (Time frame: 0-5 years)

Amend the Zoning Regulations to include flexible standards targeted for infill development. These standards should address compatibility, appropriate and flexible parking requirements, public improvements, traffic levels of service, transit access, bicycle and multi modal facilities and off-site improvements (including alleys, roadways and sidewalks). (Time frame: 0-5 years)

Conduct an infill opportunity study within target areas that allow greater residential and commercial intensities. Target areas include downtown, commercial corridors and around transit stations. Some items in the Implementation Plan offer to reduce -- but not prevent -- the impacts of higher density/intensity developments on low density areas. Among them:

LU-M-32
Amend Title 21 of the Municipal Code to include compatibility development standards and urban form strategies that protect low-density development from higher density/intensity developments. Measures may include stepping down building height, reducing building mass, decreasing the number of stories and window placement, among others. (Time frame: 0-5 years)
