(Jan. 18, 2010) -- The notice calling a special meeting of the City Council on 24 hours notice -- when City Hall and the City Clerk's office was closed for Martin Luther King, Jr. Day -- which proposes major Council voted actions affecting over $1 billion in public Redevelopment funds and future City Hall spending, was signed by Vice Mayor Suja Lowenthal.
As reported yesterday by LBReport.com, CA Gov't Code section 54956 allows a special meeting to be "called at any time by the presiding officer of the legislative body of a local agency, or by a majority of the members of the legislative body, by delivering written notice to each member of the legislative body and to each local newspaper of general circulation and radio or television station requesting notice in writing..." Section 202(a) of the Long Beach City Charter designates the Mayor as the "chief legislative officer of the City" and Section 202(f) of the Charter provides that the "Vice-Mayor shall perform all duties and, except for the power to veto actions of the City Council, may exercise all powers of the Mayor as prescribed by this Charter or by ordinance when the Mayor is absent, unable to perform his or her duties or has vacated the office by reason of any cause and until a successor has been elected and taken office." Mayor Foster's office tells LBReport.com that he is traveling on personal business. As reported yesterday (Jan. 17) by LBReport.com, the special City Council meeting proposes five significant actions regarding LB Redevelopment and current and future City Hall funded services, including an amended/restated agreement encumbering approx $886 million in current and future RDA tax increment through 2021 to "revitalize neighborhoods" throughout seven Redevelopment project areas.
