(May 30, 2014) -- Long Beach area state Senator Ricardo Lara (D., LB-Huntington Park) was one of five Dems who blocked the advance of a bill that would have placed a moratorium on fracking (hydraulic fracturing), an oil industry process in which materials are pumped into the ground to extract oil.
On May 28 and May 29, the bill failed passage as four Dem Senators voted "no," joining with all 12 Senate Reubs who voted "no"...and Sen. Lara was recorded as "no vote recorded." The net result: with 21 "yes" votes needed to advance the bill to the Assembly, SB 1132 failed on an 18-16 vote on May 28, and a day later on May 29; it failed on a 16-16 vote (when two previous "yes" votes changed to "no vote recorded.") [3 other Dem Senators didn't vote as they were on paid leave: (Wright facing sentencing on felony charges; Yee and Calderon facing trial on other alleged selonies.)] In 2013, the state legislature passed a SB 4, which requires oil and gas companies to apply for a permit to conduct fracking, publicly disclose their fracking chemicals, notify neighbors before drilling and monitor ground water and air quality, among other requirements. Critics of fracking considered SB 4 inadequate and urged enactment of SB 1132 and its moratorium. Gov. Jerry Brown, Jr. has declined to issue an executive order that could halt fracking, calling the oil extraction process an economic benefit to the state.
