Mayor Garcia Chooses L.A. City Hall's Director of Planning, And Union Pacific RR's Public Affairs Director On Local Port Affairs, For LB's Planning Commission; See His Other Choices; Approval Requires Voted Council Approval

(Oct. 8, 2014) -- Long Beach Mayor Robert Garcia's office announced today (Oct. 8) that he will appoint Los Angeles City Hall's Director of Planning, and Union Pacific RR's Public Affairs Director regarding local Port matters, to positions on LB's Planning Commission.

During his Mayoral campaign, Garcia accepted (and held a campaign press event welcoming) the endorsement of Los Angeles Mayor Eric Garcetti even as the City of Long Beach is suing Los Angeles alleging L.A.'s failure to comply with the CA Environmental Quality Act (certifying EIR) regarding the impacts of BNSF RR's proposed So. Cal Int' Gateway (SCIG) railyard (proposed for a site bordering West Long Beach homes and schools.)

At Garcia's June 2014 election night party, Mayor Garcetti introduced Mayor-elect Garcia...and in accepting Garcetti's endorsement (both during the campaign and on election night) Garcia pledged future cooperation between the two cities..

Union Pacific RR, which was a financial contributor to Garcia's Mayoral campaign, operates diesel trains that haul uncovered coal cars through Long Beach neighborhoods abutting areas ranging from Virginia Country Club to NLB neighborhoods on routes leading into the Port. In August 2014 (roughly a month after Mayor Garcia and a new Council majority took their respective offices), the LB City Council voted 9-0 to deny appeals and approve (under the Council's independent de novo review) contracts without new CEQA environmental review (since 1992) that will enable the long-term continued export of coal and bulk petroleum coke from the Port of Long Beach including the continued use of uncovered rail cars. Union Pacific is currently seeking to build an expanded ICTF RR/container transfer facility in West Long Beach.

On Oct. 3 (as separately reported by LBREPORT.com), the South Coast Air Quality Management District issued its updated draft Multiple Airborne Toxics Exposure Study (MATES-IV), which indidcates that while pollutant levels have declined significantly from levels in 2005, new exposure standards expected to be adopted in the coming months, reflecting new information, show that current current pollutant levels are more harmful than previously believed.
