    (Oct. 13, 2016, 9:40 p.m.) -- At its Oct. 11 meeting, the City Council voted 8-0 (Mungo absent) to approve an item agendized by Councilwoman Jeannine Pearce joined by Councilmembers Suzie Price, Dee Andrews and Roberto Uranga that directs the City Manager to:

    [agendizing memo text]...draft a report on the feasibility of implementing a "Safe Parking" program such as those found in the cities of Santa Barbara and Monterey Bay that would (1) move people who reside in their cars off the street and into safe spaces (2) That those locations would provide basic essential services (3) connect these individuals with programs that will work to move them into permanent housing.

    Items for the report to include:

    • Review of best practices from other cities
    • Potential locations that have both parking spaces and services (Multi-service center, Churches, etc)
    • Identify the basic essential services that would need to be provided at locations
    • Number of potential parking spots
    • Provide 1-3 program options including their time to implement and their costs

    The Pearce-Price-Andrews-Uranga homeless parking lot proposal appears to echo a de facto advocacy piece that recently appeared in Public CEO (a publication targeted to government officials), reprinted from the California Health Report, a sponsored project of Tides Center, a 501(c)(3) entity with a list of sponsored grantees visible here.

    During Council discussion, co-agendizer Price said she believes it's "implied" and "hopes" that the resulting report also "shares with the Council any detrimental impacts that such a program has had in other cities so that we can be mindful of that as we move forward as well as identifying opportunities. so I think several of the cities that were mentioned [in the agenda item], I know just by speaking with folks in Santa Barbara last week who work for the city there, they have had their challenges to say the least with this issue and there are opportunities that come as a result of this but I'm hoping that we can explore all of it because I think this is a really great way for us to think outside the box..." and urged support for the item without seeking any friendly amendment.

    Councilman Supernaw followed-up on Councilwoman Price's comments, adding that he would like to see the report include "unintended consequences...that is, if we created this service, would there be an attraction for those outside the city to come utilize it, those types of things."

    Councilman Supernaw noted that one week earlier (Oct. 4), the Council had set course on a citywide ordinance involving parking RVs, and Supernaw commented that it "seems like this [homeless parking lot agenda item] might be a carrot without the stick, as it written here" and wants to see the report on the RV ordinance come back and be part of it.

    Councilwoman Pearce reponded that she agendized her Oct. 11 item swiftly after the Council sought the RV parking report "so that it can be along the same timeline as the RV item. And so knowing that they are not separate from each other but that if we come back with the RV report, we should also have a report about what opportunities people who are sleeping in their cars have in the city, and I don't think it requires a friendly amendment for us to continue to give direction about what we would want the staff to come back with."

    The forthcoming report on RV parking originated with an item agendized for Oct. 4 by Councilmembers Price and Supernaw, seeking Council approval to have the City Attorney draft an ordinance banning/restricting RV parking...but they encountered resistance from Councilwoman Pearce who argued [paraphrase] that the measure implicitly raised homeless issues. That invited a colloquy with City Attorney Charles Parkin who acknowledged that an RV parking measure might be problematic if it targeted homeless individuals but indicated that he believes measure focusing on RV parking safety and health issues could withstand scrutiny.

    The net effect on Oct. 4 was an 8-0 (Mungo absent) Council vote to request a report from city management (presumably with city attorney input) on RV parking issues...which may now be paired in some way(s) with a report on the feasibility (and possible unintended consequences) of allowing homeless parking lots.
