(Sept. 11, 2015) -- A man was shot and wounded at midafternoon Friday (Sept. 11) in the 1900 block of Pine Ave. It's the second shooting in two days (the Sept. 10 shooting was fatal a few blocks to the northeast) and a block north of where a man was shot and killed a little over two weeks earlier.

It's the latest among multiple hit and no-hit shootings in the 6th and 1st Council districts, several of which LBPD says are being investigated as possibly gang related.

LBPD Public Information Officer Sgt. Megan Zabel says that at about 1:55 p.m., officers responded to the 1900 block of Pine Avenue regarding a shooting and learned that a 21-year-old male subject had been struck by gunfire. The victim was transported to a local hospital and is now reported in stable condition.

LBPD says no suspects are in custody at this point...and this shooting is being investigated as possibly gang related.

On Sept. 8, the City Council was scheduled to meet to consider the City's FY16 budget...but without dissent put off General Fund discussion until Sept. 15 (the deadline for Council action on the proposed budget.) During an Aug. 18 budget hearing on the proposed LBPD budget, no Council members made any motions, or indicated any willingness to restore all of part of LBPD's former field anti-gang unit (cut in half in FY13, erased in FY14 and FY15 budgets), or any of roughly 200 officers erased in Mayor recommended/Council enacted budgets since 2009.

LBPD's former field anti-gang unit previously deployed 20 officers + 2 sergeants in gang impacted neighborhoods, where officers could observe conditions firsthand, work contacts and gather intelligence. LBPD still has a budgeted anti-gang unit (handling investigations, filing cases and the like) but not an anti-gang unit operating in the field as previously.
