LBPD Seeks Your Help In ID'ing/Locating These "Persons Of Interest" In Connection With Multiple Alleged Peeking-While-Loitering Incidents In (Mainly) ELB Neighborhoods

(Nov. 8, 2019, 1:50 p.m.) -- In this release updated today (Nov. 8), LBPD seeks the public's help in identifying and locating one person of interest and locating a second person of interest in their connection with multiple incidents of peeking while loitering. mainly in ELB neighborhoods in the neighborhoods near the Traffic Circle and vicinity. .

Based on the series of crime reports previously released, detectives worked with crime analysts to identify calls for service in the area with similar incident descriptions. Through this, detectives were able to collect reports on the following nine additional incidents that occurred from January 12, 2019 to October 23, 2019, at various times in the area of Bellflower Blvd. to Park Ave. and Stearns St. to Pacific Coast Highway:

  • April 27, 2019 at 3:20 a.m.
  • May 11, 2019 at 2:25 a.m.
  • July 4, 2019 at 3:20 a.m.
  • September 10, 2019 at 12:50 a.m.
  • September 20, 2019 at 5:40 a.m.
  • September 23, 2019 at 5:50 p.m.
  • October 23, 2019 at 2:00 a.m.

Person of Interest #1

Based on their investigation, detectives believe that the person of interest #1 may have been involved in the July 10th incident and would like the public’s help to identify and locate him. The person of interest is described as:

Gender: Male
Race: White or light-skinned Hispanic
Age: 30 to 35-years-old
Height: 5’06” to 5’08
Physical Description: Medium build, close-shaved hair/bald, stubble beard, and a chubby face
Clothing: Sometimes wears a black hooded sweatshirt and gray sweatpants
Other: Uses a high-pitched voice (almost female sounding)

Detectives have identified Fredrick Terrence Harvey, a 51-year-old resident of Long Beach, as a person of interest who may have been involved in more than one of these incidents and would like the public’s help to locate him. Harvey is currently wanted on a parole violation and outstanding warrant.
