Video Surfaces Showing April 27 Officer Involved Shooting; Coroner Identifies Man Killed

  • (April 29, 2014, 10:50 p.m.) -- A third party recorded video on a publicly accessible third party website (YouTube.com), shows what was visible and audible to an individual inside a room near the site of the April 27 LBPD officer-involved shooting in which a 36 year old man was killed in the area of 14th Place and the beach access stairs.

    We withheld linking to the video until many hours after the L.A, County Coroner's office publicly identified the deceased man (meaning next of kin had been notified of his death.) At least two other Long Beach outlets and at least one Los Angeles outlet embedded all or part of the video on their websites earlier today.

    The video is newsworthy, having captured the fatal shooting after a Los Angeles County Sheriff's Dept. pursuit that began in Compton and led to a standoff with LASD units atop 14th Place in Long Beach, assisted by Long Beach Police officers on the beach below. The video is graphic and may be disturbing to you.     (April 29, 2014, 4:00 p.m.) -- The L.A. County Coroner's office (per Asst. Chief Ed Winter) has identified the man killed in an April 27 officer involved shooting as Jason Conoscenti, 36, whose city of residence isn't identified.
    (April 28, 2014, 6:05 p.m.) -- LBPD has issued the release text below regarding the April 27, 2014 officer-involved shooting in the area of 14th Place in which a suspect was killed.

    [LBPD text] On Sunday, April 27, 2014, at approximately 3:15 p.m., Long Beach Police assisted the Los Angeles County Sheriff's Department (LASD) in the area of Ocean Boulevard and 14th Place, in Long Beach, which resulted in an officer involved shooting.

    • Los Angeles County deputies pursued a male adult suspect into Long Beach from Compton after a felony assault on a police officer

    • Long Beach Police provided assistance with containment and a K-9 unit was called to the scene

    • The suspect vehicle came to a stop at Ocean Boulevard and 14th Place and the suspect refused to comply with deputies' commands to exit

    • Los Angeles County Sheriffs Department SWAT was activated and was in the process of responding

    • Officers observed the suspect inside the vehicle moving around and appeared to be reaching for unknown items

    • At some point, the suspect exited his vehicle and deputies deployed a Stunbag in an attempt to detain the suspect The Stunbag failed to stop the suspect and he ran from deputies down exterior stairs toward the public beach

    • Long Beach officers, who were located on the beach, east of the foot of the stairs with an obstructed view due to palm trees and shrubbery, heard gunshots from above and saw the suspect running toward the populated beach area

    • Believing the suspect had just engaged deputies in a gunfight, was still armed, and remained an immediate threat to law enforcement and the public gathered on the beach, the officers shouted verbal commands multiple times, as the suspect continued down the stairs

    • The suspect failed to surrender and after officers observed him reaching for his waist band, an officer involved shooting occurred

    • The suspect was struck by gunfire and transported to a local hospital where he was later pronounced deceased

    • Detectives are working with the Los Angeles Coroner's Office to locate and notify next of kin

    • Investigation is ongoing

    (April 28, 2014, 6:50 p.m.) -- A person who says they were able to view the April 27 LBPD officer-involved shooting from a residence balcony two lots west of the location has provided LBREPORT.com with video of what followed thereafter and a text description of what that person/observer saw before the video began recording.

    LBREPORT.com provides a still screen save below showing the first (starting) frame of the video. The video recording began after the shooting and shows the wounded suspect taken on a gurney to a lifeguard vehicle (which can traverse the sand), we presume to reach a nearby ambulance.



    ...From where I was, it was hard to see who was shooting...

    What I saw was him [the suspect] facing the sheriffs' white vehicle, leaning toward them in an aggressive posture. He was standing about 6 feet from the bottom of the stairs.

    Then there were shots (5-8), and he doubled forward and fell to the ground in that same spot. He rolled onto his back and I saw his left arm waving weakly, and his head moving side to side just a little.

    Then the nearest LBPD officers, a few of whom had been behind the cluster of palm trees just to the east of the staircase, surrounded him, and a dozen or so sheriffs came down the steps and joined them. Then I couldn't seem him again until they moved away for the responders.

    The medical responders walked to the scene, either from the fire truck or the red ambulance behind it. They weren't hurrying at all, so I assumed he was already deceased.

    After they put him on the gurney, I could see the blue shirt they had cut off of him still lying on the ground where he fell. It's visible near the bush at the left side...

    (April 28, 2014, latest update 5:50 a.m.) -- LASD has issued the following release:

    [LASD release text, in update says incident began at roughly 2:47 p.m.] On Sunday, April 27, 2014, deputies from the Los Angeles County Sheriff's Department's Compton Sheriff's Station, observed a male adult in a struggle with security officers at the "Target" store located on the 1600 block of South Alameda Street, Compton.

    As deputies assisted the security officers, the suspect pulled out a large pair of scissors. The suspect then fled to a vehicle, and the deputies pursued the vehicle.

    The suspect then came to a stop on the 1800 block of East Ocean Blvd, Long Beach, where he refused to comply with deputies' commands to exit the vehicle.

    Approximately 15 minutes later, the suspect exited the vehicle with a large wooden stick in hand, again refusing to comply with deputies' verbal commands.

    In an attempt to safely detain the uncooperative suspect, deputies utilized less than lethal force by deploying a stun bag. The stun bag had no effect on the suspect, and he again ran from deputies. The suspect then encountered Long Beach Police Department (LBPD) officers, who were assisting on the containment, and a LBPD officer-involved shooting occurred.

    The suspect was transported to a local hospital where he was later pronounced dead.

    "Target" security officers originally attempted to detain the suspect for a crime allegedly committed at the store.

    Compton Sheriff's Station detectives will investigate the Assault with a Deadly Weapon on a Peace Officer, as well as the Robbery. Los Angeles County Sheriff's Department Homicide detectives will investigate the use of force used by deputies and LBPD personnel will investigate the officer-involved shooting.

    The identity of the suspect will be released by the Los Angeles County Department of Coroner at a later time.

    There is no further information at this time.

    The resident tells LBREPORT.com that the suspect's first name may have been "Jason," since "the officers repeatedly called by bullhorn for Jason to exit the vehicle. When he did, [he] appeared unarmed but uncooperative and headed down the stairs from 14th Place to the beach [and] shots were fired..."

    A nearby resident shows the area where [we believe] the officer-involved shooting took place: the area of the stairs, leading from 14th Place to beach below.

    (April 27, 2014, updated 9:15 p.m.) -- A suspect is deceased following an LBPD officer-involved shooting after an L.A. County Sheriff pursuit, stemming from the suspect's alleged assault on a police officer (we believe may have been Sheriff deputy.) The pursuit apparently traveled south on Long Beach Blvd. through much of Long Beach (from at least Del Amo Blvd. through Spring St. south of Ocean Blvd.)

    At Ocean Blvd., the suspect vehicle turned eastward, and an LBREPORT.com reader captured the photo below of the pursuit in progress with suspect vehicle (white SUV) followed by Sheriff vehicles.

    The suspect vehicle turned eastward at Ocean Blvd. and traveled east to 14th Place (near Hermosa Ave., just west of Cherry Ave.) where LBPD says the officer involved shooting took place. [It's unclear to us if the shooting occurred on the street or on the beach itself.] The suspect was taken to a hospital where he did not survive.

    As of midevening, we don't know from official sources where the pursuit started or under what exact circumstances [LBREPORT.com is unofficially told the events began in Compton, not yet confirmed.] We also don't know the circumstances of the officer-involved shooting and we don't have the suspect's name.

    LBREPORT.com will continue to update this report with new information as we receive it.
